CONSENT ITEM 5J <br /> <br />MEMORANDUM <br /> <br /> <br />DATE: <br /> January 13, 2014 <br /> <br />TO: <br /> Honorable Mayor and City Council <br /> Patrick Klaers, City Administrator <br /> <br />FROM: <br /> Michelle Olson, Parks and Recreation Manager <br /> <br />SUBJECT: <br /> Resolution 2014-004: Supporting Federal Transportation <br /> Alternatives Program (TAP) Funding Application <br /> <br /> <br />Background <br /> <br />The Metropolitan Council and the Transportation Advisory Board (TAB) have released <br />the 2017 regional solicitation for federal transportation funds authorized through the most <br />st <br />recent Federal transportation funding act, Moving Ahead for Progress in the 21 Century <br />(MAP-21), that was signed into law in July, 2012. The Transportation Alternatives <br />program (TAP) builds upon the legacy of what was formally the Transportation <br />Enhancement Program (TE) by funding community-based projects that expand travel <br />choices and improve the transportation experience by improving the cultural, historic and <br />environmental aspects of our transportation infrastructure. In 2011, the City of Arden <br />Hills and Ramsey County Parks and Recreation applied for funding in the TE category <br />for an off street shared use trail along County Road E and Lake Johanna Boulevard from <br />Tony Schmidt Regional Park to the County Road 51 bridge. The City was unsuccessful <br />in obtaining funding. <br /> <br />Staff has been preparing a TAP application for an off street shared use trail on Old <br />Highway 10 from Lake Valentine Road (Valentine Park) to County Road E and on <br />County Road E from Old Highway 10 to the Highway 51 bridge (scheduled for <br />reconstruction in 2015). A map of the project is attached for Council review (Attachment <br />A). Staff believes that the public/private partnership with Bethel University in <br /> <br />TAP application to expand the trail project northward to Valentine Park. The deadline <br />for this application is January 31, 2014.
