AttachmentD Memorandum SRF No. 0138328 To: Ryan Streff, City Planner CAH ITY OF RDEN ILLS From: Matthew Pacyna, P.E., Associate Tom Sachi, EIT, Engineer Date: January 20, 2014 Subject: AHGTS RDEN ILLS OODWILL RAFFIC TUDY Introduction As requested, SRF has completed a traffic study for the proposed Goodwill store in the City of Arden Hills. The proposed development is located in the northwest quadrant of the County Road E/Lexington Avenue intersection (see Figure 1). The main objectives of this traffic study are to evaluate existing traffic operations in the study area, identify the traffic impacts to the adjacent roadway network, and review internal site operations with respect to access, circulation, and donation drop-offs. This study will also identify potential improvements, as necessary. Existing Conditions The existing conditions were reviewed to establish a baseline to compare and determine future impacts associated with the proposed development. The evaluation of existing conditions includes midday and p.m. peak hour intersection counts, field observations, and an intersection capacity analysis. It should be noted that the existing a.m. peak hour conditions were not reviewed since the proposed Goodwill store is not expected to be open for business during the a.m. peak hour. Data Collection Intersection vehicular turning movement counts were collected by SRF during the midday and p.m. peak periods the week of December 9, 2013 at the following locations: County Road E and Lexington Avenue County Road E and Arden Plaza East Access In addition to the intersection counts, observations were completed to identify roadway characteristics within the study area (i.e. roadway geometry, posted speed limits, and traffic controls). Currently, County Road E is primarily a five-lane roadway (i.e. a four lane roadway with a two-way center left-turn lane) while Lexington Avenue is a four-lane roadway with left-turn lanes within the study area. The posted speed limits along County Road E and Lexington Avenue are 35 miles per hour (mph) and 40 mph, respectively.
