CONSENT ITEM 5B

MEMORANDUM

DATE: January 27, 2014

TO: Honorable Mayor and City Councilmembers
Patrick Klaers, City Administrator

FROM: Sue Iverson, Director of Finance and Administrative Services

SUBJECT: Pay Equity Report

Background

In 1984, the Minnesota Legislature passed the Local Government Pay Equity Act (LGPEA)
(M.S. 471.991-.999). Local governments were given until December 31, 1991 to comply with
the law and were required to file reports with Minnesota Management & Budget (MMB) by
January 31, 1992. All jurisdictions were then placed on a three year reporting cycle with a third
of them reporting each year beginning in January 1994. Arden Hills last submitted a report in
January 2011 which was for salary data as of December 31, 2010.

Discussion

Our current reporting deadline is January 31, 2014. Attached is the report that will be submitted
for the City of Arden Hills based on salary data as of December 31, 2013. Pay equity is
determined based upon salary data and practices within our own City and not outside sources.
This report shows that we are in compliance within our own system. Since the reports can be
confusing and hard to understand, I have attached the de to Understanding Pay Equity
Co for your reference in interpreting the report.

The job points and pay system that was used for this report was the one created when the City
last did a compensation system and market study in late 2007. This will be updated when we
have our new compensation study completed and would then be used for the next reporting
period in 2017.

Recommendation

Motion to approve the Arden Hills Pay Equity report dated 1/22/14.
