ARDEN HILLS CITY COUNCIL—DECEMBER 9, 2013 8 <br /> The amendment carried (5-0). <br /> AMENDMENT: Councilmember McClung moved and Mayor Grant seconded a motion <br /> to restructure the budget to remove the transfers from the General <br /> Fund to the PIR therefore saving $5,000 which was a .16% savings to <br /> the levy. <br /> Councilmember Holden requested further information from staff regarding this matter. <br /> Director of Finance and Administrative Services Iverson explained that the budget had a <br /> structural imbalance and she indicated that maintenance items did not need to be covered by <br /> capital funds. <br /> Councilmember Holmes questioned why there was a $5,000 gain from the budget by removing <br /> the transfers. <br /> City Administrator Klaers discussed this matter in detail noting that in 2014, the PIP fund has <br /> $145,000 budgeted for streets and $50,000 for trails. He explained that these amounts nearly but <br /> not exactly matched the proposed 2014 budget transfer amount of $200,000. The difference <br /> results in a$5,000 savings in the budget. <br /> Councilmember Holmes stated that she did not support this motion. <br /> The amendment carried (4-1) (Holmes opposed). <br /> Councilmember Holden reported that the budget has now been reduced by $29,400 through the <br /> two amendments. The Council and staff were in agreement with this assessment. <br /> Councilmember Holden explained that the City would be receiving an invoice from Northeast <br /> Youth and Family Services in the amount of $14,500 for 2014. She recommended the budget <br /> reflect this expense. <br /> AMENDMENT: Councilmember Holden moved and Councilmember Holmes seconded <br /> a motion to amend the 2014 budget to include an expense in the <br /> amount of$14,500 for Northeast Youth and Family Services. <br /> Mayor Grant commented that this expense has been covered by private donations from St. <br /> Katherine's in the past but this would be an expense of the City in 2014. He indicated that <br /> Northeast Youth and Family Services was previously known as Northwest Youth and Family <br /> Services. <br /> Councilmember McClung questioned when the City was notified that St. Katherine's would not <br /> be covering this expense for Northeast Youth and Family Services. <br /> City Administrator Klaers stated he was awaiting official notification. However, he had been <br /> told that St. Katherine's donations were down and they did not know if they could make the <br /> contribution for 2014. <br />
