Due to the limited number of daily calls that AHEMS expects to respond to from this <br />site, such mitigation may not be warranted at this time. <br />An ambulance dispatch faci <br />-street parking requirements. For this type of use, one space is required for each 1,000 <br />square feet of floor area. Three parking spaces would need to be provided for the proposed 2,600 <br />square foot facility. There are two existing spaces on the site reserved for the tenants which <br />occupies this portion of the 1209 County Road E building. Since this would be a substation, no <br />employee parking is needed because crewmembers begin and end their shifts at the main base in <br />Mounds View. AHEMS believes the existing on-site parking is sufficient for the support and <br />maintenance staff that would occasionally need to visit the facility. <br /> <br />N <br />oise <br />One of the primary impacts from the proposed ambulance substation comes from the expected <br />periodic increase in ambient noise levels due to the use of emergency sirens. Allina Health has <br />committed to not use emergency sirens and lights until ambulances are off the property and <br />needing to alert traffic on County Road E. <br /> <br />Ellis Properties, LLP is the owner of the building at 1209 County Road E where the facility <br />would be located. The property owner has met with the three existing tenants in the building and <br />none have expressed any concerns about Allina Health operating an ambulance substation at this <br />site. Given the proximity of the property to the E Street Flats residential apartment building at <br />1201 County Road E, the City may wish to address the use of emergency sirens during nighttime <br />hours. <br /> <br /> <br />Findings of Fact <br /> <br /> <br />The Planning Commission must make a finding as to whether or not the proposed application <br />would adversely affect the surrounding neighborhood or the community as a whole based on the <br />aforementioned factors.
