existing access road to the yard waste site can accommodate high traffic volumes and measures
approximately 600 feet in length from the end of Hudson Avenue to the collection area.

Odors and Solid Waste
Ramsey County will address the odors generated by the organic waste by requiring that all
materials are properly bagged and stored in secure and covered containers. The site is currently
staffed by County employees, who will monitor the SSO collection area to ensure quality
control. Containers will be removed and emptied by a contractor on a regular basis. Generally,
collection would occur once per week, but could increase during the summer months when
participation rates are expected to be higher. The closest residential property to the yard waste
site is located approximately 450 feet away from the collection area. Odors from the SSO
collection containers are not expected to impact this property.

Findings of Fact

The Planning Commission must make a finding as to whether or not the proposed application
would adversely affect the surrounding neighborhood or the community as a whole based on the
aforementioned factors.
