existing access road to the yard waste site can accommodate high traffic volumes and measures <br />approximately 600 feet in length from the end of Hudson Avenue to the collection area. <br /> <br />Odors and Solid Waste <br />Ramsey County will address the odors generated by the organic waste by requiring that all <br />materials are properly bagged and stored in secure and covered containers. The site is currently <br />staffed by County employees, who will monitor the SSO collection area to ensure quality <br />control. Containers will be removed and emptied by a contractor on a regular basis. Generally, <br />collection would occur once per week, but could increase during the summer months when <br />participation rates are expected to be higher. The closest residential property to the yard waste <br />site is located approximately 450 feet away from the collection area. Odors from the SSO <br />collection containers are not expected to impact this property. <br /> <br /> <br />Findings of Fact <br /> <br /> <br />The Planning Commission must make a finding as to whether or not the proposed application <br />would adversely affect the surrounding neighborhood or the community as a whole based on the <br />aforementioned factors. Staff offers the following twelve (12) findings for consideration: <br /> <br /> <br />1.The property at 1761 Lake Johanna Boulevard is located in the R-2 Single and Two Family <br />Residential District. <br /> <br />2.The Source Separated Organics collection service proposed by the St. Paul-Ramsey County <br />Public Health Department is considered to be a public use. <br /> <br />3.A Conditional Use Permit is required for a public use in the R-2 District. <br /> <br />4.Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists criteria for evaluating a <br />Conditional Use Permit request. <br /> <br />5.The proposal will have limited impact on existing and anticipated traffic and parking <br />conditions. <br /> <br />6.The proposal will have limited impacts on odors and solid waste. <br /> <br />7.The proposal will not affect noise, glare, vibration, smoke, dust, air pollution, heat, and liquid <br />on the property. <br /> <br />8.The proposal will not affect drainage on the property. <br /> <br />9.The proposal will not affect the population density on the property. <br /> <br />10.The proposal is unlikely to significantly affect land values on the subject property or on <br />neighboring properties. <br /> <br />11.The park dedication requirement does not apply in this case. <br /> <br />12.Where the proposed use is expected to impact the health, safety, convenience and general <br />welfare of the owners and occupants of the surrounding land, conditions may be placed on a <br />Conditional Use Permit to mitigate such impacts. <br /> <br /> <br /> <br />______________________________________________________________________________ <br />City of Arden Hills <br />Planning Commission Meeting for February 5, 2014 <br />P:\Planning\Planning Cases\2014\PC 14-008 - Ramsey County - CUP Yard Waste & Organics Site\Memos_14-008 <br /> <br />46 <br />Page of <br />
