ARDEN HILLS CITY COUNCIL JANUARY 13, 20146 <br /> <br />Parks and Recreation Manager Olson <br />reported that the local match is estimated to be <br />$1,317,522that the County may contribute <br />up to 50% of the trail construction cost on projects like these. The County will be entering this <br />project into their Transportation Improvement Program (TIP). Their participation is limited to <br />items necessary for the trail construction. We anticipate that they will contribute approximately <br /> <br />$125,000-$150,000. This actual amount will not be finalized until the project moves into design. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Werner seconded a <br />motion to Adopt Resolution #2014-004, Supporting the Federal <br />Transportation Alternatives Program (TAP) Funding Application. The <br />motion carried (5-0). <br /> <br />7. PUBLIC HEARINGS <br /> <br /> <br /> <br />A.TCAAP Development Discussion Opportunity for Residents <br /> <br />Mayor Grant <br />stated that under the Public Hearing section, citizens have an opportunity to discuss <br />ideas regarding the TCAAP development. <br /> <br />Mayor Grant <br /> opened the public hearing at 7:35 p.m. <br /> <br />Dave Cmiel <br />,1861 West Highway 96, encouraged the Council to consider the importance of a trail <br />system through the TCAAP property that connects to the rest of Arden Hills. He wanted to see <br />the northern and southern portions of the City brought together for pedestrians. It would be a <br />detriment to the residents if the City did not try to connect Arden Hills by trails. <br /> <br />Charlie Kachel <br />, 1500 Arden Place, explained that he walks his dog on the Rice Creek loop on the <br />TCAAP property. He indicated that there are several areas where the fencing is down and this <br />safety concern should be addressed. <br /> <br />Mayor Grant <br /> closed the public hearing at 7:44 p.m. <br /> <br />8. NEW BUSINESS <br /> <br />A. Planning Case 13-020 Variance 3324 Lake Johanna Boulevard <br /> <br />City Planner Streff <br />stated that the applicant in this case owns the property located at 3324 Lake <br />Johanna Boulevard. The property is zoned R-2 Single & Two Family Residential District and is <br />generally positioned north of Beckman Avenue, south of Stowe Avenue, east of New Brighton <br />Road and west of Lake Johanna. <br /> <br />City Planner Streff <br />explained that the applicant is proposing to replace the twenty-two (22) foot <br />by twenty-two (22) foot existing non-conforming accessory structure/detached garage on the <br />property. As proposed, the structure would be rebuilt within its current footprint with a modified <br />roof design and extended roof overhang along the north façade. The overhang is being proposed in <br />order to protect the stairway, which provides access to the dwelling on the property, from <br />undesirable weather conditions.
