ARDEN HILLS PLANNING COMMISSION February 5, 2014 3 <br /> <br /> <br />Commissioner Hames asked why Allina decided to renovate a facility as an ambulance <br />substation without first seeking approval from the City. <br /> <br />Associate Planner Bachler explained that when Allina submitted their building permit <br />application, it was determined the proposed use did not fall under any existing land use <br />categories. <br /> <br />Vice Chair Thompson opened the public hearing at 6:47 p.m. <br /> <br />Vice Chair Thompson invited anyone for or against the application to come forward and make <br />comment. <br /> <br />There being no comments Vice Chair Thompson closed the public hearing at 6:48 p.m. <br /> <br />Commissioner Bartel reviewed the purpose of the B-2 Zoning District. He expressed concern <br />with the noise, lights and glare that would be generated by the proposed use. <br /> <br />Commissioner Holewa commented it was his observation that ambulance services were quite <br />conservative in turning on their sirens, and that this did not occur until absolutely necessary. It <br />was his opinion that the proposed location would enhance the B-2 district. <br /> <br />Commissioner Bartel expressed concern with how pedestrian traffic on County Road E West <br />would be impacted by the emergency vehicles entering and exiting the site. <br /> <br />Vice Chair Thompson agreed stating that the purposed of the B-2 Zoning District did not align <br />with the proposed use. She indicated the City envisioned the B-2 District becoming a downtown <br />area in Arden Hills with retail and commercial uses. She commented that traffic and congestion <br />on County Road E West could hinder the proposed use. She did not believe the ambulance <br />dispatch facility land use fit with the B-2 District. <br /> <br />Commissioner Hames agreed and recommended the Planning Commission not try to wedge this <br />use into the B-2 District. <br /> <br />Commissioner Bartel understood that the City needed to find a location for this use in Arden <br />Hills, but recommended it not be within the B-2 District, as this was not a good fit. <br /> <br />Commissioner Holewa recommended Allina consider relocating the ambulance dispatch center at <br />the Urgent Care Center in Shoreview. However, he did not oppose the ambulance substation <br />being located in the B-2 District. <br /> <br />Commissioner Jones believed that the ambulance substation fits well on the proposed parcel at <br />1209 County Road E West. <br /> <br />Commissioner Hames stated it would be difficult for the City to take away this zoning <br />amendment in the future if the use did not work with the surrounding properties. <br /> <br />
