ARDEN HILLS CITY COUNCIL JANUARY 13, 20143

It was suggested that the TCAAP site might provide a good location for a hotel/retreat
center development either in the town center area or on the thumb. Commissioners felt
that the thumb needed two access points.

Community Development Director Hutmacher
reported that the next TCAAP open house is
scheduled for Wednesday, January 22, 2014, from 5:30 to 7:30 pm in the Marsden Conference
Room of the Ramsey County Public Works facility. The City is using several communications
formats to advertise and promote the event. Post cards have been mailed to every address in the
City. Advertisements will run in the Shoreview-Arden Hills Bulletin on January 8 and 15, 2014.
has been sent to the Pioneer Press, Star Tribune, and the Shoreview-Arden Hills Bulletin. An
email invitation will be sent to everyone who provided their email addresses at the previous public
meetings in July and September. The St. Paul Chamber of Commerce will print and deliver flyers
to Valentine Hills Elementary School for distribution in student backpacks. The open house has
also been announced at televised Planning Commission and City Council meetings.

Community Development Director Hutmacher
indicated that the upcoming open house will
have a similar format to the open house held in September. Since people will be coming and going
throughout the event, a formal presentation is not scheduled. Rather, attendees may view boards
and ask questions of staff and consultants. Interactive activities will allow attendees to give
feedback on specific discussion topics such as housing/density, open space areas/central wetland,
and the roundabout.

Councilmember Holmes
recommended that mass transit be considered for the TCAAP property.

Community Development Director Hutmacher
stated that transit issues were being addressed
by the ed that a park and ride is located across from the TCAAP site at
I-35W at County Road H.

4. APPROVAL OF MINUTES

A.November 18, 2013, Work Session

B.December 16, 2013, Special City Council

Councilmember Werner
noted a change to the November 18, 2013 minutes. He requested his
statement on page three read, a certain level of travel and training funding for staff be
reestablished within the 2014 budget.

MOTION: Councilmember Holden moved and Councilmember Werner seconded a
motion to approve the November 18, 2013, work session minutes as amended
and the December 16, 2013, special City Council meeting minutes as
presented.
