PUBLIC HEARING 7A <br />MEMORANDUM <br />DATE: <br />February 24, 2014 <br />TO: <br />Honorable Mayor and City Councilmembers <br />FROM: <br />Patrick Klaers, City Administrator <br />SUBJECT: <br />Franchise Fees Public Hearing <br />TheFebruary24,2014,franchisefeespresentationwillbethesameonethatwasgivenatthe <br />February10publichearing.Accordingly,attachedisthefranchisefeereportthatwasprepared <br />th <br />fortheFebruary10,2014,publichearing.IncludedwiththisreportareAttachmentsAI.These <br />attachmentswillbethePowerPointpresentation.AlsoincludedistheTrailsMapthatwill <br />available as a public handout at the meeting. <br />TheCityCouncilrequestedthatthefranchisefeepublichearingpresentationincludeinformation <br />ontheCityCapitalImprovementPlan(CIP)sothatitcanbeexplainedwhatcapital <br />improvementstheCityisandisnotdoing,andwhytheCityisexploringoptionsforgenerating <br />additionalrevenues.ThefirstpartofthepresentationwillbededicatedtotheCityCIPandthe <br />balanceofthepresentationwillbeaboutfranchisefees.Alloftheinformationinthereporthas <br />previouslybeenreviewedbytheCouncilatworksessionsin2013.Thereportandpresentation <br />will be directed to the public that are in the audience and that are at home watching on CTV. <br />ThepurposeofthepublichearingistopresentfactualinformationontheCityCIPandon <br />franchisefees,andtoreceivefeedbackfromthepublicontheproposal.AttheFebruary10 <br />th <br />public hearing, 22 people came forward to speak on issues related to franchise fees. <br />11 <br />Page of <br />
