<br /> <br /> <br />CITY OF ARDEN HILLS <br />PARKS, TRAILS AND RECREATION COMMITTEE MEETING <br />TUESDAY, NOVEMBER 19, 2013 <br />ARDEN HILLS CITY HALL <br /> <br /> <br />CALL MEETING TO ORDER <br /> <br />Chair O’Malley called the November 19, 2013, meeting of the Parks, Trails, and Recreation <br />Committee to order at 6:32 p.m. <br /> <br />MEMBERS PRESENT: <br />Chair Nancy O’Malley, Committee Members Cindy Garretson, Don <br />Messerly, Chuck Michaelson, John Peck, Harold Petersen, Matt Trites, John Van Valkenburg and <br />Steve Scott (arrived at 7:20 pm.) <br /> <br />OTHERS PRESENT: <br /> Parks and Recreation Manager Michelle Olson, City Administrator Patrick <br />Klaers, guest Chuck Kachel and Council Liaison Fran Holmes. <br /> <br />ABSENT: <br /> Committee Members Phil Kramlinger (excused), Jane Larson (excused), and Rich <br />Straumann (excused). <br /> <br />1. APPROVAL OF AGENDA <br /> <br />Chair Nancy O’Malley asked that Franchise Fees be added to the agenda as Item 3A. and City <br />Administrator Klaers would be presenting. <br /> <br />MOTION: <br /> Committee Member Michaelson motioned to approve the agenda as amended <br /> seconded by Committee Member Garretson. The motion carried unanimously (8-0). <br /> <br />2. APPROVAL OF MINUTES - October 15, 2013 <br /> <br />nd <br />It was the consensus of the committee that the 2 sentence of paragraph 2 under item 5A. on page 4 <br />be removed. Committee Member Peck also indicated that the 2nd paragraph on page 4 should read <br />Committee Members Michaelson, Van Valkenburg, and Messerly instead of Michaelson, Peck, and <br />Messerly. <br /> <br />MOTION: <br /> Committee Member Peck motioned to approve the October 15, 2013, minutes as <br />amended, seconded by Committee Member Garretson. The motion carried <br />unanimously (8-0). <br /> <br />3. UNFINISHED BUSINESS <br /> <br />A. City Administration - Franchise Fees <br /> <br />City Administrator Klaers informed the committee that an article regarding franchise fees <br />would be in the next issue of the newsletter. He indicated the City Council has had <br />discussions with Xcel Energy about the possibility of starting a Franchise Fee Program in <br />the City and it would be a fee on gas and electric that would be charged to the customers, <br />
