ARDEN HILLS PLANNING COMMISSION February 5, 20148 <br /> <br /> <br />Vice Chair Thompson <br />There being no comments closed the public hearing at 7:33 p.m. <br /> <br />City Planner Streff <br /> reviewed a proposed language change to Condition 3. The revised condition <br />would read: Ambulances shall use discretion when using emergency lights and sirens between <br />the hours of 10:00 p.m. and 6:00 a.m., but shall always comply with applicable Minnesota <br />statutes relating to the operation of an authorized emergency vehicle. <br /> <br />Commissioner Holewa moved and Commissioner Bartel seconded a motion to recommend <br />approval of Planning Case 14-005 for a Conditional Use Permit at 1209 County Road E <br />West for an ambulance dispatch facility based on the findings of fact and the submitted <br />plans, as amended by the six (6) conditions (amending Condition 3 as proposed by staff) in <br />the February 5, 2014, report to the Planning Commission. The motion carried <br />unanimously (5-0). <br /> <br /> <br />C.Planning Case 14-006; Site Plan Review Sign Standard Adjustment Dunlap <br />Street North/Grey Fox Road Not a Public Hearing <br /> <br />City Planner Streff <br /> stated that the applicant has requested a Site Plan Review for a Sign <br />Standard Adjustment that would allow for a deviation from the Sign Code in order to increase the <br />amount of freestanding signage at the properties located at 3725, 3728, 3750, 3757 and 3768 <br />Dunlap Street North, and 1230 Grey Fox Road. <br /> <br />City Planner Streff <br /> explained that the sign standard adjustment is being requested for the six (6) <br />properties owned by Transwestern that are located along Dunlap Street North and Grey Fox <br />Road. The properties that are addressed off of Dunlap Street North are zoned B-4 Retail Business <br />District and the property addressed off of Grey Fox Road is within the B-3 Service Business <br />District. All of the properties are generally located north of County Road E, south of Red Fox <br />Road, east of Highway 51/Snelling Avenue and west of Lexington Avenue. <br /> <br />City Planner Streff <br /> reported that Transwestern leases these buildings to a variety of tenants, and <br />has expressed concerns about the visibility of the businesses and the products and services they <br />provide to the community. The applicant is proposing to construct or upgrade the signage on each <br />customers traveling to their establishments. The signs would be built for both the multi-tenant <br />and single-tenant building users. As buildings of this size lend themselves very well to multiple <br />tenants, the applicant would like a universal look for the signs and the ability to quickly add sign <br />panels for additional tenants in the single-tenant buildings without having to replace the <br />freestanding signs. <br /> <br />City Planner Streff <br /> stated that the applicant has also indicated that the amount of freestanding <br />signage allowed by the Sign Code for Sign District 7 is not proportionately adequate for these <br />large multi-tenant and single-tenant structures.
