ARDEN HILLS PLANNING COMMISSION February 5, 20145 <br /> <br />Commissioner Hames <br /> stated it would be difficult for the City to take away this zoning <br />amendment in the future if the use did not work with the surrounding properties. <br /> <br />Commissioner Hames moved and Commissioner Bartel seconded a motion to recommend <br />denial of Ordinance 14-001 in Planning Case 14-004 for amendments to Section 1305.04 <br />and Section 1320.05 of the Zoning Code as the proposed use did not fit with the purpose or <br />guiding plan of the B-2 Zoning District. The motion carried (3-2) (Holewa and Jones <br />opposed). <br /> <br /> <br /> Planning Case 14-005; Conditional Use Permit; Ambulance Dispatch Facility; 1209 <br />B. <br />County Road E West Public Hearing <br /> <br /> <br />Community Development Director Hutmacher <br /> stated that, although the Planning Commission <br />recommended denial of Planning Case 14-004, the Commission should proceed with the public <br />hearing and recommendation for Planning Case 14-005 in case the City Council approves <br />Planning Case 14-004. <br /> <br />Associate Planner Bachler <br /> stated that Allina Health has requested a Conditional Use Permit to <br />operate an ambulance substation at 1209 County Road E West. As part of this proposal, the City <br />is processing an amendment to the Zoning Code to include ambulance dispatch facility as a new <br />land use category and to allow this use as a conditional use in the B-2 General Business District. <br />Approval of this planning case is contingent on the approval of the proposed Zoning Code <br />amendment in Planning Case 14-004. <br /> <br />Associate Planner Bachler <br /> explained that Allina Health Emergency Medical Services <br />(AHEMS) provides ambulance response service for much of the north metro region, including <br />Arden Hills, under a license granted by the Minnesota Emergency Medical Services Regulatory <br />Board. In December 2013, AHEMS applied for a building permit to complete interior <br />modifications at 1209 County Road E West for an ambulance substation. Staff determined that <br />the proposed use did not clearly fall under any of the permitted land use categories for the B-2 <br />General Business District and recommended that an amendment to the Zoning Code be <br />completed to permit ambulance dispatch facilities as a conditional use in the district. <br /> <br />Site Data <br />Future Land Use Plan: Community Mixed Use <br />Existing Land Use: Light Industrial <br />Zoning: B-2 General Business District <br />Current Lot Sizes: 0.99 acres <br />Topography: Level <br /> <br />Associate Planner Bachler <br /> reviewed the surrounding area, the Plan Evaluation and provided an <br />overview of the request. <br /> <br />Associate Planner Bachler <br /> stated the Planning Commission must make a finding as to whether <br />or not the proposed application would adversely affect the surrounding neighborhood or the <br />community as a whole based on the aforementioned factors.
