The additions may be visible from neighboring properties; however, the property is in a <br />relativity wooded area which should minimize the impacts on surrounding property <br />owners. <br />7. The proposed plans and requested variances for the dwelling do not appear to be based on <br />economic considerations alone. <br /> <br />City Planner Streff <br /> stated the findings of fact for this variance request support a <br />recommendation for approval. If the Planning Commission chooses to make a recommendation <br />for denial, the Findings of Fact would need to be amended to reflect the reasons for denial. <br /> <br />If the Planning Commission recommends approval on this variance, Staff recommends the <br />following four conditions: <br /> <br />1. That the project shall be completed in accordance with the plans submitted and dated 9-6- <br />13, as amended by the conditions of approval. Any significant changes to these plans, as <br />determined by the City Planner, shall require review and approval by the Planning <br />Commission and City Council. <br />2. That the structure shall conform to all other regulations in the City Code. <br />3. That the addition shall be the same color and use the same type or similar construction <br />materials as the existing structure. <br />4. That a drainage plan shall be submitted and approved by the City if the current grade of <br />the lot is altered. An erosion control permit shall be obtained if the City Engineer <br />determines it is necessary for the project. <br /> <br />City Planner Streff <br /> reviewed the options available to the Planning Commission on this matter: <br /> <br /> <br />1.Recommend Approval with Conditions. <br /> <br />2.Recommend Approval as Submitted. <br /> <br />3.Recommend Denial. <br /> <br />4.Table. <br /> <br />Chair Larson <br /> opened the floor to Commissioner comments. <br /> <br />Commissioner Hames <br /> asked if Ingerson Court was in place when the <br />built. <br /> <br />Rick Okata <br />, Cho Architects, understood that the Ingerson Court has always been in place, but <br /> <br /> <br />Commissioner Stodola <br /> expressed concern with the number of aging homes in Arden Hills on <br />non-conforming lots. She recommended the City recognize this issue and allow homeowners to <br />make upgrades and improvements to their homes. She reported that many of the current Zoning <br />Code regulations were put in place after these homes were built. <br /> <br />Commissioner Holewa <br /> stated this may require a Zoning Code Amendment. <br /> <br />Chair Larson <br /> supported the home improvements proposed by the applicant but had concerns <br />regarding the wrap around deck. <br /> <br />
