The AUAR should consider the possible impacts through a <br />current zoning (which is compatible with the comprehensive plan, but more specific to TCAAP), <br />as well as a scenario which reflects maximum development capacity based on optimal site <br />access. The AUAR will test the development so the City has information available to make <br />informed decisions about level of development and mitigation. <br /> <br />Community Development Director Hutmacher <br /> commented an AUAR process is formally <br />initiated by Responsible Governmental Unit (RGU) order, which establishes the study area and <br />scenarios to be addressed, and officially starts the AUAR process. The City Council will be <br />requested to initiate the AUAR Order at its October 14, 2013 meeting. <br /> <br />Community Development Director Hutmacher <br /> indicated the master planning process is on <br />schedule. The consultants anticipate having a draft of the Master Plan prepared for Planning <br />Commission and City Council review in December 2013. At the next TCAAP open house in <br />January 2014, attendees will be asked to provide feedback on the draft Master Plan. The final <br />Master Plan and the draft AUAR are both expected to be completed in Spring 2014. <br /> <br />Commissioner Holewa <br /> asked if a sidewalk would be completed along County Road E in front of <br />the Holiday Inn redevelopment. Community Development Director Hutmacher indicated a <br />sidewalk would be installed when the County completes their improvements on County Road E <br />in 2015. <br /> <br />Chair Larson <br /> encouraged staff and Council to continue to pursue trail connections throughout <br />the City to improve the walk-ability of the community. He recommended the TCAAP property <br />have trail segments built into the development as well. <br /> <br />ADJOURN <br /> <br /> <br />Commissioner Hames moved, seconded by Commissioner Holewa, to adjourn the October <br />9, 2013, Planning Commission Meeting at 9:27 p.m. The motion carried unanimously (6-0). <br /> <br />
