CONSENT CALENDAR <br /> <br /> <br /> <br />A.Motion to Approve Consent Agenda Item - Claims and Payroll <br /> <br />B.Motion to Approve Findings of Fact and Decision Regarding Application of TAT <br />Properties, LLC for a PUD Amendment for Property at 1201 County Road E <br /> <br />MOTION: Councilmember Holmes moved and Councilmember McClung seconded a <br />motion to approve the Consent Calendar as presented and to authorize <br />execution of all necessary documents contained therein. The motion carried <br />unanimously (5-0). <br /> <br />6. PULLED CONSENT ITEMS <br /> <br /> <br />None. <br /> <br />7. PUBLIC HEARINGS <br /> <br /> <br /> <br />A.TCAAP Development Discussion Opportunity for Residents <br /> <br />Mayor Grant <br />stated that under the Public Hearing section, citizens have an opportunity to discuss <br />ideas regarding the TCAAP development. <br /> <br />Mayor Grant <br /> opened the public hearing at 7:20 p.m. <br /> <br />With no one coming forward to speak, Mayor Grant closed the public hearing at 7:21 p.m. <br /> <br /> <br />B.Franchise Fees <br /> <br />City Administrator Klaers <br /> stated that the City Council requested that the franchise fee public <br />hearing presentation include information on the City Capital Improvement Plan (CIP) so it is clear <br />what capital improvements the City plans to complete as well as why the City is exploring options <br />for generating additional revenues. Accordingly, just under half of the presentation will be <br />dedicated to the City CIP and the remainder of the presentation will be about franchise fees. He <br />explained that the information in this report was previously reviewed by the Council at work <br />sessions in 2013. <br /> <br />City Administrator Klaers <br />reported that the purpose of the public hearing was to present <br />information on the City CIP and on franchise fees and to receive public feedback on the proposal. <br />Staff then provided the public with a detailed presentation regarding the CIP and franchise fees <br />proposal. He explained how the City was no longer generating park dedication funds to assist <br />with park and trail improvements. It was noted that the proposed franchise fees could assist the <br />City with improvements in these areas, in addition to street improvement projects. <br /> <br />Assistant City Engineer Anderson <br /> <br />street projects as proposed for the next 20 years. <br /> <br />
