<br />CONSENT ITEM 5D <br /> <br />MEMORANDUM <br /> <br />DATE: <br />March 10, 2014 <br /> <br /> <br />TO: <br /> Honorable Mayor and City Council <br /> Patrick Klaers, City Administrator <br /> <br />FROM: <br />Matthew Bachler, Associate Planner <br /> <br />SUBJECT: <br />Findings of Fact and Decision Regarding Application of Allina Health EMS for a <br />Zoning Code Amendment and Conditional Use Permit for Property at 1209 <br />County Rd E (Planning Cases 14-004 and 14-005) <br /> <br /> <br /> <br />Requested Action <br /> <br />Motion to approve the Findings of Fact and Decision Regarding Application of Allina Health <br />EMS for a Zoning Code Amendment and Conditional Use Permit for Property at 1209 County <br />Rd E in Planning Cases 14-004 and 14-005. <br /> <br /> <br />Background <br /> <br />On February 24, 2014, the City Council considered the application of Allina Health Emergency <br />Medical Services for a Zoning Code Amendment to allow Ambulance Dispatch Facilities within <br />the B-2 General Business District as a conditional use (Planning Case 14-004) and for a <br />Conditional Use Permit to allow an ambulance substation at 1209 County Road E (Planning Case <br />14-005). The City Council voted to deny Planning Case 14-004 (3-2) and to deny Planning Case <br />14-005 (3-2), and directed the City Attorney to draft the Findings of Fact and Decision to be <br />reviewed by the City Council at the meeting on March 10, 2014. The City Attorney has <br />completed the Findings of Fact and Decision document, which is included in Attachment A. <br /> <br /> <br />Recommendation <br /> <br />The City Council is asked to approve the Findings of Fact and Decision Regarding Application <br />of Allina Health EMS for a Zoning Code Amendment and Conditional Use Permit for Property <br />at 1209 County Rd E in Planning Cases 14-004 and 14-005. <br /> <br /> <br />12 <br />Page of <br /> <br />
