AttachmentA <br />CITY OF ARDEN HILLS <br />RAMSEY COUNTY, MINNESOTA <br /> <br /> <br />IN RE: <br /> <br />APPLICATION OF ALLINA HEALTH EMS FINDINGS OF FACT <br />FOR A ZONING CODE AMENDMENT AND AND DECISION <br />CONDITIONAL USE PERMIT FOR PROPERTY <br />AT 1209 COUNTY ROAD E <br />(PLANNING CASES 14-004 and 14-005) <br /> <br /> <br /> <br /> <br />On February 24, 2014, the Arden Hills City Council met to consider the applications of Allina <br />Health Emergency Medical Services for a Zoning Code Amendment to allow Ambulance <br />Dispatch Facilities within the B-2 General Business District as a conditional use (Planning Case <br />14-004) and for a Conditional Use Permit to allow an Ambulance Dispatch Facility at 1209 <br />County Road E (Planning Case 14-005). <br /> <br />The City Council considered the following information on the proposal: The applications and <br />materials submitted by the applicant, materials and reports provided by City Staff, information <br />from the Public Hearing and Planning Commission meeting of February 5, 2014 including its <br />report and recommendation; heard testimony from all interested persons wishing to speak, and; <br />based upon its knowledge of the subject property and the community, now makes the following: <br /> <br />FF <br />INDINGS OF ACT <br /> <br /> <br />1. The property is located in the B-2 General Business District. <br /> <br />2. The proposed use is not allowed as a permitted or conditional use under the zoning <br />ordinance. <br /> <br />3. The City has adopted the Guiding Plan for the B-2 District that outlines future development <br />principals for the area. <br /> <br />4. The City has adopted City Code §1320.04, Subdivision 7 stating the purpose of the B-2 <br />District. <br /> <br />5. The Planning Commission reviewed the application for the Zoning Code Amendment and <br />evaluated whether the proposed use would be compatible with the currently permitted uses within <br />the B-2 District, and consistent with the purpose of the B-2 District. The Planning Commission <br />recommended denial (3-2) of the rezoning citing the siren noise, emergency lights, potential conflicts <br />with pedestrians, and congestion on County Road E as reasons why the proposed use is incompatible <br />with the permitted uses within the B-2 District and inconsistent with the purpose of the B-2 District. <br /> <br />
