ARDEN HILLS PLANNING COMMISSION February 5, 201412 <br /> <br />Associate Planner Bachler <br /> stated that the existing yard waste collection area in Arden Hills <br />occupies approximately 1.5 acres of land in Tony Schmidt Regional Park at the end of Hudson <br />Avenue off of New Brighton Road. The SSO collection area would be located on the eastern side <br />of the site, away from the yard waste facilities. A covered container, or roll-off box, would be <br />used for collecting SSO materials to reduce odors and the potential for attracting animals. <br />Residents would be required to bag their organics in compostable bags, which will be provided <br />by Ramsey County at no cost in 2014 and 2015. The County will be contracting with a private <br />hauler to regularly remove the SSO materials to a permitted organic processing facility. <br /> <br />Associate Planner Bachler <br /> commented that the Arden Hills collection area is an approved <br />permit-by-rule site with the Minnesota Pollution Control Agency (MPCA). Ramsey County will <br />be submitting an application for the new SSO drop-off station permit-by-rule requirement, which <br />will become an amendment to the existing permit. In 2000, the County improved the surface <br />water treatment on the site by installing a stormwater retention pond. Ramsey County <br />Environmental Services administers state and local stormwater permit maintenance and reporting <br />requirements for this facility. <br /> <br />Site Data <br />Future Land Use Plan: Parks and Open Space <br />Existing Land Use: Parks and Open Space <br />Zoning: R-2 Single and Two-Family Residential <br />Current Lot Sizes: 91.2 acres <br />Topography: Rolling terrain <br /> <br />Associate Planner Bachler <br /> reviewed the surrounding area, the Plan Evaluation and provided an <br />overview of the request. <br /> <br />Associate Planner Bachler <br /> stated the Planning Commission must make a finding as to whether <br />or not the proposed application would adversely affect the surrounding neighborhood or the <br />community as a whole based on the aforementioned factors. Staff offers the following twelve <br />(12) findings for consideration: <br /> <br />1. The property at 1761 Lake Johanna Boulevard is located in the R-2 Single and Two <br />Family Residential District. <br />2. The Source Separated Organics collection service proposed by the St. Paul-Ramsey <br />County Public Health Department is considered to be a public use. <br />3. A Conditional Use Permit is required for a public use in the R-2 District. <br />4. Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists criteria for evaluating a <br />Conditional Use Permit request. <br />5. The proposal will have limited impact on existing and anticipated traffic and parking <br />conditions. <br />6. The proposal will have limited impacts on odors and solid waste. <br />7. The proposal will not affect noise, glare, vibration, smoke, dust, air pollution, heat, and <br />liquid on the property. <br />8. The proposal will not affect drainage on the property. <br />9. The proposal will not affect the population density on the property. <br /> <br />
