TCAAP Update
Community Development Director Hutmacher stated that the second TCAAP open house was
held on Wednesday, January 22, 2014. Despite the frigid weather, it was a successful event with
over 100 people attending. The boards displayed at the open house will be posted on the City's
website. Public feedback and comments on the draft master plan are being compiled by the
master planning consultants and will be presented to the City Council at a future meeting.
B. Highway 10/County Road 96 Lighting Update
Public Works Director Maurer stated that he spoke with resident Dave Cmiel after the last
Council meeting. Mr. Cmiel had concerns regarding the lighting at the Old Highway 10/Highway
96 intersection. Mr. Cmiel referenced the Rice/36 project that has shoebox lights at a lower
elevation. Mr. Maurer explained that he reviewed the Rice Street project and discussed it with
Ramsey County and was told that the lights are lower due to overhead power lines. He indicated
that the County has also spoken with Dave Cmiel regarding this matter.
Public Works Director Maurer reported that after speaking with MnDOT, he has found that
both the shoebox and Cobra lights are considered preapproved equals and have similar light
spreads. The Old Highway 10/Highway 96 signal has the Cobra style lights while other
intersections along Highway 96 have the shoebox style. He explained that he was waiting to hear
back from Ramsey County on this matter and would provide the Council with further information
at a future meeting.
4.
