Such programs are more limited than they were <br />in the past due to changes in priorities and reductions in funding. <br />7.5FO <br />UTUREPPORTUNITIES <br />While Arden Hills does have a limited number of smaller, infill vacant parcels south of <br />Highway 96, future housing opportunities will largely come from the development of the <br />TCAAP site. TCAAP offers an unparalleled opportunity to create a mix of housing <br />integrated with employment, entertainment, recreation and transit service. A definitive <br />plan for TCAAP is not part of this comprehensive plan update but will be addressed in a <br />subsequent amendment. <br />As it is currently envisioned, TCAAP will include approximately 350 acres of <br />development area. Although not yet approved, the concept plan in 2007 included 168 <br />acres of residential development and a potential for 1,750 housing units. This <br />development area has the potential to accommodate single-family housing on a range <br />of lot sizes, manor homes, townhomes, apartments, condominiums and senior housing. <br />The remaining developable land on the TCAAP site may accommodate retail uses, <br />offices, a hotel, a variety of civic uses, parks, and other open spaces. <br />The residential component of the TCAAP site will offer a future mix of housing that will <br />compliment Arden Hills’ current supply of predominately single-family detached housing. <br />It will provide opportunities to address the changing needs of the local population and it <br />will attract new people to the community. Combined with the City’s efforts to maintain <br />the current supply of housing, the development of the TCAAP site will continue Arden <br />Hills’ position in the marketplace as a highly desirable place to live. <br />7.6IS <br />MPLEMENTATION TRATEGIES <br />In order to advance the policies and ideas identified in this chapter, the following <br />implementation strategies could be used: <br /> Review City codes to consider and encourage a range of housing opportunities <br />o <br />and innovative site design. <br /> Pursue grants or other opportunities that promote the construction of affordable <br />o <br />housing. <br /> Explore the adoption of rental regulations to ensure the functionality and <br />o <br />maintenance of rental properties. <br /> Explore the adoption of an administrative fine program to deter ongoing <br />o <br />nuisance and property maintenance issues. <br /> Promote the use of high quality materials in new housing construction to <br />o <br />minimize long-term deterioration of the housing stock. <br />Approved: September 28, 2009 <br />7-10 <br />
