April 14, 2014 <br />Honorable Mayor and City Councilmembers <br />Sue Iverson, Acting City Administrator <br />Jill Hutmacher, Community Development Director <br />TCAAP Update <br />The Request for Proposals for the infrastructure study was released last week. Proposals are due <br />on May 1, 2014. City staff will participate in the selection committee which will meet in early <br />May. The City Council will be asked to review and approve a cost participation agreement for <br />the City utilities and the City’s share of the stormwater portion of the study at the May 12, 2014, <br />regular meeting. The final consultant selection and project initiation is expected in mid-May. <br />At the April 7, 2014, Joint Development Authority (JDA) meeting, the Commission discussed <br />the application process and requirements for Livable Communities grants administered by the <br />Metropolitan Council. Grants are available to cities that have negotiated long-term affordable <br />and lifecycle housing goals through a Housing Action Plan (HAP). The City’s HAP is the <br />housing chapter of the current comprehensive plan. In addition, the City has agreed to a goal <br />range for the number of new affordable and life-cycle housing units for the years 2011-2020. <br />The range is based on TCAAP redevelopment plans contemplated in the 2030 Comprehensive <br />Plan. <br />Affordable Housing Goals Range Life-Cycle Housing Goals Range <br />187-288 285-800 <br />The staff memo to the JDA which describes the grant programs, eligible expenditures, and the <br />application process is attached as well as the HAP. A City Council resolution of support is <br />required for any LCA application. <br />Special and regular City Council work session meetings have been scheduled to discuss issues <br />related to the Master Plan and City infrastructure.
