The proposal will have limited impacts on noise. <br />6. The proposal will not affect glare, odors, vibration, smoke, dust, air pollution, heat, liquid <br />and solid waste on the property. <br />7. The proposal will not affect drainage on the property. <br />8. The proposal will not affect the population density on the property. <br />9. The proposal is unlikely to significantly affect land values on the subject property or on <br />neighboring properties. <br />10. The park dedication requirement does not apply in this case. <br />11. Where the proposed use is expected to impact the health, safety, convenience and general <br />welfare of the owners and occupants of the surrounding land, conditions may be placed on <br />a Conditional Use Permit to mitigate such impacts. <br /> <br />Associate Planner Bachler <br />explained that the Planning Commission reviewed this request at <br />their meeting on February 5, 2014, and unanimously recommended approval of Planning Case 14- <br />005 for a Conditional Use Permit at 1209 County Road E for an ambulance substation based on <br />the submitted plans and findings of fact. The Planning Commission recommends the following six <br />(6) conditions to be included with the approval: <br /> <br />1. The project shall be completed in accordance with the plans submitted as amended by the <br />conditions of approval. Any significant changes to these plans, as determined by the City <br />Planner, shall require review and approval by the Planning Commission and City Council. <br />2. Emergency sirens shall not be used by ambulances until they are within forty (40) feet of <br />the County Road E right-of-way. <br />3. Ambulances shall use discretion when using emergency lights and sirens between the <br />hours of 10:00 p.m. and 6:00 a.m., but shall always comply with applicable Minnesota <br />statutes relating to the operation of an authorized emergency vehicle. <br />4. No more than one ambulance shall be parked at the facility at any time. <br />5. Ambulances shall be parked indoors at all times. <br />6. The applicant shall request an amendment to the Conditional Use Permit for any increase <br />in square footage or in intensity of the ambulance dispatch facility use. <br /> <br />MOTION: Councilmember Holmes moved and Mayor Grant seconded a motion to deny <br />Planning Case 14-005 for a Conditional Use Permit to allow Allina Health <br />Emergency Services to operate an ambulance substation at 1209 County Road <br />E, based on the findings of fact and the submitted plans, as amended by the <br />six (6) conditions in the February 24, 2014, report to the City Council. <br /> <br />Councilmember McClung <br /> explained he would not be voting in favor of the motion. <br /> <br />The motion carried (3-2) (McClung and Werner opposed). <br /> <br />Mayor Grant <br /> directed the City Attorney to draft written findings based on the discussion of the <br /> <br />City Council this evening. <br /> <br />C.
