ARDEN HILLS CITY COUNCIL FEBRUARY 24, 201418 <br /> <br />Councilmember Werner <br /> expressed concern with the proposed dumpsters for the SSO collection <br />and questioned if the units would be locked. <br /> <br />Associate Planner Bachler <br /> reported that the pictures he presented were meant to be examples of <br />the type of container Ramsey County would be using. He noted that the SSO dumpsters would be <br />locked and secured. <br /> <br />Councilmember Holden <br /> inquired if SSO collection would be taken year round, and if so, if yard <br /> <br />waste would also be collected year round. <br /> <br />Associate Planner Bachler <br />deferred this question to Ramsey County. <br /> <br />Mayor Grant <br /> expressed concern that the SSO collection container would attract animals such as <br />raccoons and coyotes. He recommended that the County provide this service at the curb instead <br />of at the compost site. <br /> <br />Councilmember Werner <br />stated that mice and rats could also be a concern if these collection bins <br />were not properly sealed. He explained that the compostable bags that would be used for the food <br />waste would be easy for critters to get into. <br /> <br />Councilmember Holden <br />commented that she was unsure she would be able to support this <br />request. She has concerns with the dumping taking place at the site, along with the odors coming <br />from the site. She does not believe residents would drive their small amount of food waste to this <br />site given the rising price of gas. <br /> <br />Mayor Grant <br /> indicated that he would not be supporting this request. <br /> <br />Councilmember McClung <br /> questioned the increase in trips Ramsey County anticipated would be <br />made to the compost site for the SSO collection service. He also asked what plans Ramsey <br />County had to discourage illegal dumping after hours at the gates. <br /> <br />John Springman <br />, Ramsey County Environmental Health, explained that Ramsey County would <br />recommend that residents visit the compost site weekly to dispose of their SSO. He stated that the <br />County has consulted with workers at the compost site to discuss the amount of illegal dumping <br />taking place at this location. The workers reported there have been only six incidences of illegal <br />dumping. He explained that individuals participating in the SSO collection program were rather <br />committed and the County anticipated that these residents would ensure that the material was <br />placed in the proper container. <br /> <br />Norm Schiferl <br />, Ramsey County Environmental Health, stated that the County would be providing <br />an educational program to provide residents with an opportunity to learn more about SSO. <br /> <br />Councilmember McClung <br /> expressed concern with how SSO would attract animals to the <br />location and how traffic in this area would be impacted. For these reasons, he would not be able <br />to support the request. <br /> <br />
