MEMORANDUM <br />DATE: <br />April 14, 2014 <br />TO: <br />Honorable Mayor and City Councilmembers <br />Sue Iverson, Acting City Administrator <br />FROM:Jill Hutmacher, Community Development Director <br />SUBJECT: TCAAP Meeting and Approval Schedule <br />Requested Action <br />Accept the draft meeting and approval schedule. <br />Discussion <br />The Joint Powers Agreement states that the City will complete the AUAR within 18 months and <br />the Master Plan within 24 months of the effective date of the JPA, December 17, 2012. In the <br />JPA, the Master Plan is defined to include regulations and policies. The meeting and approval <br />schedule outlined below and depicted in the attached chart allows the City to move forward on <br />schedule. City Council approval of the master plan map will be requested on June 30, 2014, so <br />that staff and consultants can begin working on the regulations and policies which are expected <br />to take the remainder of this year. <br />The attached chart highlights dates at which City Council approvals (via a vote at a regular <br />meeting) will be needed. The master planning process will culminate with approval of zoning <br />regulations, a future land use map, and a comprehensive plan amendment which will provide the <br />regulatory framework for development. Council approvals of infrastructure components are also <br />noted, although the dates of those approvals may be adjusted once a consultant is hired. <br />Discussion topics leading up to master plan map and AUAR approval on June 30 and July 28, <br />nd <br />respectively, are as follows. Special City Council work sessions on the 2 and last Mondays are <br />expected to continue for the remainder of 2014 as work progresses on regulations and policies. <br />Staff memos will specifically state what direction or decisions are needed from the City Council <br />at each meeting. <br />April 14, 2014, Special Work Session at 5:30 pm, Community Room <br />Review Draft Alternative Urban Areawide Review (AUAR) and Mitigation Plan <br />12 <br />Page of <br />
