The southbound left turn and westbound left all operate at LOS F due to a lack in <br />o <br />acceptable gaps and higher volumes similar to the operations experienced at the CR- <br />96 and I-35W NB ramps. <br /> CR-96 and Old CR-H <br /> The northbound movements fail due to high volumes being processed by an <br />o <br />unsignalized intersection. <br />5. No Build Conditions Analysis <br />The operations analysis was conducted for the 14 intersections in the analysis area to determine how <br />traffic will operate within the AUAR Study Area in the 2030 forecast year before the TCAAP project is <br />Figure T10 <br />implemented. Future Year 2030 background traffic as shown in was obtained from the <br />Draft TCAAP Redevelopment. <br />Compared to existing conditions, the only geometric changes in the study area were the <br />improvements at CR H at TH 10, where HSIP funds are presumed to be utilized for improvements, as <br />Figure T5 <br />shown in. These planned improvements include reconstructing the east and west legs of <br />the CSAH 10 / TH 10 / County Road H intersection to include dedicated right-turn, left-turn, and <br />through lanes in each direction. Therefore the only tangible change for this operations analysis is <br />changing the westbound shared through/left lane to one exclusive through lane and one exclusive left <br />turn lane. <br />During the 2030 AM No Build scenario, all but one intersection is expected to operate at an LOS of D <br />or better. The intersection of CR 96 and I-35W NB ramps is expected to operate at an LOS of F with <br />major delay occurring on the NB movements. This is attributed to increased volume in all directions. <br />During the 2030 PM No Build scenario, six of the intersections are expected to operate at an LOS F <br />and the other seven intersections are expected to operate at LOS C or better. The six intersections <br />operating at LOS F are: <br /> Old CR H and CR 96 <br /> The NB right turn is expected to operate at an unacceptable LOS. The SB left turn is <br />o <br />also expected to operate at an unacceptable LOS. <br /> CR 96 and I-35W SB Ramps <br /> Multiple movements are expected to fail, due to an increase in background traffic <br />o <br />contributing to a breakdown at the unsignalized intersection. The failing movements <br />are: <br /> SB Left turn <br /> SB Right turn <br /> WB Left turn <br /> WB Through <br /> CR 96 and I-35W NB Ramps <br /> Multiple movements are expected to fail due to an increase in traffic at an already <br />o <br />congested intersection.
