RESOLUTION NO. 02-14 <br /> CITY OF ARDEN HILLS <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION OF COMMITMENT TO THE REUSE AND ACQUISITION OF SELECT TCAAP <br /> PROPERTY <br /> WHEREAS, the Twin Cities Army Ammunition Plant (TCAAP) encompasses approximately <br /> 2300 acres in the northern 1/3 of the City of Arden Hills; and <br /> WHEREAS, TCAAP is currently owned and under the jurisdiction of the United States <br /> Department of Defense; and <br /> WHEREAS, the property has not supported significant Department of Defense operations <br /> since 1972; and <br /> WHEREAS, the City of Arden Hills has identified the property as a key redevelopment <br /> priority for the community, adjacent communities, and the region; and <br /> WHEREAS, the City of Arden Hills is actively seeking the release of all land currently not <br /> being considered for use by the Minnesota Army National Guard; and <br /> WHEREAS, a map outlining the general area for potential acquisition is included as <br /> "Attachment A"; and <br /> WHEREAS, the City of Arden Hills seeks to promote commercial, industrial, residential, <br /> and recreational development of TCAAP consistent with the 1996 Vento Reuse Plan included as <br /> "Attachment B"; and <br /> WHEREAS, the City of Arden Hills seeks to promote the development of a joint athletic <br /> facility with adjacent communities, Independent School District 621, and other interested units of <br /> government; and <br /> WHEREAS, the City of Arden Hills, Minnesota Army National Guard, and Friends of <br /> Ramsey County Parks seek to preserve the Rice Creek Corridor and provide sufficient land area to <br /> protect significant natural resources, provide for wildlife movement, and serve as an extension of <br /> the Rice Creek Regional Trail Corridor; and <br /> WHEREAS, the reuse of TCAAP requires legislative action, intergovernmental cooperation, <br /> and support from adjacent communities. <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arden Hills <br /> desires to acquire the remaining portion of TCAAP not currently licensed, or being considered for <br /> future license by the Minnesota Army National Guard, through special federal legislation to <br /> facilitate commercial, industrial, residential, and recreational development consistent with the <br /> Vento Reuse Plan adopted in 1996; <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City of Arden <br /> Hills desires to acquire the property and effectuate its reuse consistent with the following <br /> parameters: <br /> 1. Soil, groundwater, and related environmental remediation activities continue until such <br /> time as they are completed and suitable for development. <br />
