Statement of Objectives, Goals, and Tasks <br />TheCityofArdenHillsisseekingconsultingservicesforworkrelatedtoitscompliancewithitsrecentlyapproved <br />reauthorizationforcoverageundertheNPDESMS4permit.TheCityhas12monthsfromtheMarch17,2014notificationof <br />coveragetocompletecertainactivitiesidentifiedwithinitsapplication.Thisproposaldescribesprofessionalservicesto <br />completethefollowingactivitieswithinthenextseveralmonths: <br />ReviewexistingCityordinanceandguidanceanddevelopnewordinance,checklists,andamaintenanceagreement <br />tomeetpermitrequirementsforregulatorymechanisms. <br />HelpArdenHillsdevelopenforcementresponseprocedures(ERPs)forillicitdischarge,constructionsitestormwater <br />andpostconstructionstormwatermanagement. <br />InadditiontonewregulatorymechanismsandERPs,developprogramelementsforMCM1,3,4,5,and6as <br />identifiedintheRFP. <br />Attendonekickoffmeeting,oneupdatemeeting,andaCityCouncilmeetingaspartoftheproject. <br />Completetheprojectinatimelyfashion,wellbeforetheoneyeardeadline. <br />Work Plan <br />WSBwillworkwithCitystafftodeveloparevisedStormwaterPollutionPreventionProgram(SWPPP)thatmeetsthepermit <br />requirementsdefinedinthe/z·äx­ApplicationforReauthorization,andassiststaffwiththeinitial12monthimplementation <br />ofthenewMS4Program. <br />ThefollowingtasksaredesignedsothattheCityachievestheprogramupdaterequirementsbytheendoftheallottedtwelve <br />monthtimeframe(March17,2015).Itisourintentthatthemajorityoftheworkoccurwithinthefirstfewmonths. <br />­‰ <br />w;mҌ·š©äa;-w“z­’‘/š“­·©Ò-·zš“{·š©’Þ·;© <br />ArdenHillshasidentifiedthatitsregulatorymechanismsforconstructionactivitystormwaterrunoffcontroldonotmeetthe <br />minimumstandardssetbytheNPDESConstructionSitePermit.WeassumethattheCitywillneedordinanceupdatesand <br />designguidancetofullyimplementacompliantconstructionstormwaterprogram.Therefore,inthistaskwewill: <br />Reviewexistingordinanceforreferencestoconstructionsitestormwatercontrol <br />DevelopaconstructionsitecontrolordinanceatleastasstringentastheNPDESConstructionStormwaterPermit. <br />ReviewourproposedordinancelanguagewiththeCityattorney. <br />Recommendadditionalchangestoexistingordinancetoeliminateredundanciesorinconsistencieswiththenew <br />ordinance. <br />Develop(orrevise)the/z·äx­internalproceduresforconstructionsiteinspection. <br />Develop(orrevise)agradingplanpermitandprocessforissuingthepermit. <br />Accordingtothepermit,aconstructionstormwaterprogrammustincludedefinedEnforcementResponseProcedures(ERPs) <br />andArdenHillshasidentifieddevelopingtheseERPsasaworkitem.WeincludeERPdevelopmentundertask3. <br />­‰ tw;mҌ·š©äa;-w“z­’‘tš­·/š“­·©Ò-·zš“{·š©’Þ·;© <br />ArdenHillspostconstructionstormwaterprogramdefinespollutantremovalsexpectedofdevelopmentandredevelopment, <br />includinglinearprojects,suchthattheexistingwaterqualityofreceivingwatersisnotfurtherdegradedbythedevelopment <br />activity.Thisconcept,nondegradation(orantidegradation),ispartoftheCleanWaterAct.Apostconstructionprogram <br />thatmeetsminimumpermitrequirementswillstipulatepollutantremovaltargets,whensiteconstraintscanmodifypollutant <br />removaltargets,howindividualsiteresponsibilitiescanbetransferredoffsite,andtheuseofmaintenanceagreementsfor <br />privatelymaintainedfacilities.Toaccomplishthiswewill,underthistask: <br />Reviewexistingordinanceforreferencestopostconstructionstormwatercontrol. <br />DevelopapostconstructionstormwatercontrolordinanceatleastasstringentastheNPDESConstruction <br />StormwaterPermit,especiallyasitrelatestoallowablepollutantloading. <br />Developcomprehensive{Œz’z··zš“­|languageontheuseofcertainBMPs(especiallyimportantgiven <br />contaminationontheTCAAPsite). <br />bt59{a{ t;©’z·w;Ò·wš©zé·zš“ <br />CityofArdenHills <br />tm;‹ <br /> <br />
