Preserve (Attachment E). This land use is defined in the Comprehe <br /> <br /> <br />A majority of the AHATS site is now zoned R-1 single-family residential. Minnesota State law <br />mandates that local zoning codes are consistent with adopted comprehensive plans. The <br />proposed Conservation District rezoning would help the City meet this requirement. Further, the <br />rezoning will assist in the implementation of the goals identified in the Land Use and Protected <br />Resources chapters in the Comprehensive Plan. <br /> <br /> <br />Findings of Fact <br /> <br /> <br />Cities have broad discretion when reviewing and adopting zoning regulations; however, as a tool <br />the two documents when reviewing amendments to the Zoning Code. The Planning Commission <br />reviewed this case at their April 9, 2014, meeting and has offered the following findings of fact <br />for consideration: <br /> <br /> <br />1.The proposed amendment will create greater consistency between the Official Zoning <br />Code and the adopted Future Land Use Map. <br /> <br />2.The proposed amendment advances the land use goals because it <br />assists in providing a balanced mix of residential, park, open space, and commercial land <br />uses. <br /> <br />3.The proposed amendment advances the protected resources goals <br />lakes, wetlands, and other unique or significant natural resources. <br /> <br /> <br />Public Comments <br /> <br />The City has not received any public comments regarding this proposal. <br /> <br /> <br />Recommendation <br /> <br /> <br />The Planning Commission reviewed Planning Case 14-002 at their April 9, 2014, regular <br />meeting and unanimously recommended approval of Ordinance Number 14-005 for an <br />amendment to Section 1315.01 Zoning Map of the Arden Hills Zoning Code related to the <br />proposed Conservation District rezoning as presented in the April 28, 2014, Report to the City <br />Council. <br /> <br /> <br />_________________________________________________________________________________________ <br />City of Arden Hills <br />City Council Meeting for April 28, 2014 <br />P:\Planning\Planning Cases\2014\PC 14-002 - Zoning Code Amendment - Conservation District <br />Rezoning\Memos_14-002 <br /> <br />34 <br />Page of <br /> <br />
