CONSENT ITEM 5F <br /> <br />MEMORANDUM <br /> <br /> <br />DATE: <br />April 28, 2014 <br /> <br /> <br />TO: <br /> Honorable Mayor and City Council Members <br /> Patrick Klaers, City Administrator <br /> <br />FROM: <br />John M. Anderson P.E., Assistant City Engineer <br /> <br />SUBJECT:National Pollution Discharge Elimination System (NPDES) <br /> <br />Consultant contract to assist engineering in preparation of <br />Stormwater Pollution Prevention Program (SWPPP) <br /> <br /> <br />Requested Action <br />Approve entering into an agreement with Bolton & Menk to provide engineering services <br />related to NPDES permit compliance as detailed in the attached proposal at a cost not to <br /> <br />exceed $14,970. <br />Background <br />Cities throughout Minnesota are required to obtain coverage under a general stormwater <br />permit as administered by the Minnesota Pollution Control Agency (MPCA) in order to <br />discharge stormwater. The program under which the MPCA issues stormwater permits is <br />federally mandated the permit was recently reauthorized and Cities were required to <br />revise their coverage under this permit. Arden Hills applied to reauthorization in the fall <br />of 2013. The MPCA has approved that application and as of March 17, 2014 the <br />coverage under the permit was extended. <br /> <br /> <br />Discussion <br />The permit written by the MPCA requires certain tasks be accomplished within specific <br />time frames. The bulk of the requirements, of the first year of the permit reauthorization, <br />, to provide a good sound legal basis from <br />which to implement the remaining portions of the permit requirements. <br /> <br />City staff requested a proposal from four engineering firms to complete a scope of work <br />focused on reviewing and updating the existing ordinances related to stormwater. Those <br />firms were asked to provide a proposal describing their approach, schedule, <br />qualifications, project team, and fees for this work. The City received three proposals for <br />ATTACHMENT A). <br />this work ( <br /> <br />Staff has reviewed the proposal contents and recommends award to Bolton & Menk. The <br />proposal submitted by Bolton & Menk demonstrates a clear understanding of the <br />needs, as well as providing consultant staff experienced in these areas.
