ri <br /> CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: May 8, 2000 <br /> TO: Joe Lynch, City Administrator <br /> FROM: Dwayne Stafford, Public Works Director ' <br /> SUBJECT: County Road I, Pre Construction Meeting <br /> Background <br /> The City of Arden Hills earlier approved County plans for the reconstruction of County <br /> Road I, from just west of I-35W east approximately %2 mile to Schutta Road. The project <br /> became necessary with the City of Shoreview's development of Wispark,between <br /> County Road I and County Road J on the east side of I-35W. No costs to the City of <br /> Arden Hills have been identified. <br /> City Requests <br /> Following review of the preliminary plans, the Arden Hills City Engineer drafted a letter <br /> ( to the Ramsey County Engineer, Jim Tolaas, encouraging the County to award bid <br /> Alternate#1 as part of the project. This alternate is for a pedestrian tunnel under County <br /> Road I east of the new vehicle bridge over Rice Creek. The letter also encouraged the <br /> County to widen the proposed new vehicle bridge over Rice Creek, to provide room for <br /> pedestrian traffic on the south side of the bridge. <br /> County Response <br /> When asked if the County had considered the Arden Hills requests, Mr. Tolaas indicated <br /> there is not enough right-of-way to extend the vehicle bridge to the south to provide for <br /> pedestrian traffic on the Arden Hills side. There will be a walkway on the north side <br /> (Shoreview) of the bridge. <br /> Mr. Tolaas also stated that funding problems have prevented the County from including <br /> the Alternate pedestrian tunnel from being awarded at this point, but Mr. Tolaas is <br /> seeking additional funds from the County for that Alternate. <br /> Project Scheduling <br /> Arnt Construction Inc.was awarded the project and expects to begin preliminary utility <br /> relocation and some grading by May 16t . A detour necessary for replacing the Rice <br /> Creek Bridge will not start until June 9th, to allow school buses to finish out the school <br /> year on the old bridge. The new bridge should be opened for two lanes by August 14th, <br /> and the project is scheduled for completion on October 15, 2000. <br />
