dedication ordinance prior to TCAAP development, and establishing a per unit park dedication
fee for residential property is something the City Council may want to consider.

Sewer and water availability charges are also billed on a per unit basis in many cities. Ehlers
provided the following information on local SAC and WAC charges per residential unit. A City
Council discussion on sewer and water rates is scheduled for June.

Table 3 SAC and WAC per unit charges
SAC
City WAC
(excluding MCES)
Arden Hills $525 $525
New Brighton $285 $545
Brooklyn Park NA $1,825
Chaska $1,295 $3,832
Inver Grove Heights $1,905 $2,900
Chanhassen $2,288 $6,287
Blaine NA $1,630

Allowing a moderate level of overall density allows the capital costs for park and infrastructure
development to be spread over a larger number of users.

Residential Development Scenarios

Density on the TCAAP site could be achieved in several different ways. The charts below show
three scenarios for development of approximately 1,650 residential units along with a
comparison to the Ryan Plan.

Scenario A:
Unit types distributed across Hill, Creek, and Town neighborhoods with some
apartments, townhomes and senior housing in Hill and Town neighborhoods.
Scenario B:
No apartments or senior housing in Creek and Town neighborhoods.
Scenario C:
Eliminate small single-family lots. Maximize acreage for large and medium
single-family lots. Increase density in town neighborhood.

Table 4 Number of units per neighborhood in each scenario

Scenario Scenario Scenario Ryan

A B C Plan

Creek 295 237 176

Hill 475 390 307

Town 881 1022 1165

Total 1651 1649 1649 1750

46
Page of
