CONSENT ITEM 5E

MEMORANDUM

DATE: May 27, 2014

TO: Honorable Mayor and City Councilmembers
Sue Iverson, Acting City Administrator

FROM: Dave Scherbel, Building Official

SUBJECT: Inspections Vehicle Replacement

Budgeted Amount: Actual Amount: Funding Sources:
$20,000 (CIP) $24,366.67 Building/Equipment
Replacement Fund

Requested Action

Approve expenditure of $24,366.67 for the purchase of a 2014 Ford Escape from the Minnesota
State contract.

Discussion

The current Inspections vehicles consist of a 2004 Chevrolet Blazer and a 2003 Ford F250
obtained from our Public Works Department. Both vehicles are ten or more years old and are
requiring more repairs each year. Staff is seeking to replace the Ford F250 with a new vehicle.
The new vehicle will preferably be versatile enough to meet several needs a seating capacity
for at least five people for group off-site meetings; an enclosed cargo area to haul items such as
confiscated signs or Park and Recreation Department equipment; and off-road capability for
construction sites. A vehicle that meets these needs and comes highly recommended from the
Ramsey County Public Works Department is a Ford Escape. Ramsey County uses this vehicle
for their inspections staff.

The total price from the State contract for the Ford Escape with taxes and fees is $24,336.67.
Retail value on a new 2014 Ford Escape is around $30,000. A used 2012 Ford Escape would be
approximately $19,000 based on Blue Book values. Staff believes that purchasing a new vehicle
at the State contract price provides the City the best value. Staff would continue to use the 2004
Chevy Blazer mainly for inspections and code enforcement.

12
Page of
