ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—MAY 12, 2014 3 <br /> Community Development Director Hutmacher indicated that the City's revolving loan fund <br /> could be structured to provide a loan to assist a potential developer with redeveloping this <br /> property. <br /> Councilmember McClung commented that he might be able to support this idea. <br /> Mayor Grant recommended that staff speak to the bank about financing options for the <br /> redevelopment or demolition of this site. He stated that the Council was not comfortable with <br /> purchasing the property outright at this time. <br /> B. TCAAP <br /> • Infrastructure Study Update and City Cost Participation Agreement <br /> Public Works Director Maurer explained that Ramsey County received four proposals on <br /> Thursday, May 1 st. The selection committee reviewed the four proposals on Monday, May 5th <br /> and chose two teams to interview. The top two teams were a combination of Kimley- <br /> Horn/Wenck & Associates and Bolton & Menk/SEH. Interviews were held for the top two <br /> candidates on Monday, May 12th. The consensus of the group was to proceed with Kimley- <br /> Horn/Wenck & Associates. He explained that the County would begin negotiations with this <br /> group. Staff reviewed the items that would be included within the study and how the costs would <br /> be divided between the City and the County. <br /> Public Works Director Maurer estimated that, based on the Kimley-Horn proposal, the City's <br /> cost for the preliminary work would be in the range of$175,000. Cost participation in the final <br /> design would be an estimated additional $200,000. These studies would include a Chapter 429 <br /> feasibility study, anticipating assessments, along with 20 year maintenance costs. He explained <br /> that after the County finishes negotiations, he would bring back the Cost Participation Agreement <br /> with firm numbers for the preliminary work component and this would be presented to the <br /> Council at a future meeting. <br /> City Administrator Klaers reported that the cost for the study would be paid for initially <br /> through an internal loan that would then be reimbursed to the City in the future through <br /> assessments. <br /> Councilmember Holmes inquired why the study was being completed in two phases. <br /> Public Works Director Maurer stated that the two phases were similar to the process that was <br /> followed for all City projects, with a feasibility report laying out concepts and costs followed by <br /> final plans and specs. <br /> Mayor Grant requested that staff provide the Council with a complete budget for TCAAP <br /> expenses on the capital side. <br /> Councilmember Holden agreed that this would be valuable information for the Council to have <br /> throughout the TCAAP planning process. <br />
