ARDEN HILLS CITY COUNCIL—MAY 12, 2014 12 <br /> A. Round Lake Road Improvement — Consider Hiring Consultant to Assist with <br /> Construction Administration Inspection/Staking <br /> Public Works Director Maurer stated that as the Round Lake Road Improvement Area moves <br /> towards construction, there are some engineering services that will be needed to complete the <br /> project. John Anderson, Assistant City Engineer, will lead the project from a City staff <br /> perspective, but will need a resident inspector and survey crew. A letter of proposal from Elfering <br /> and Associates was provided in the agenda packet. Elfering and Associates proposes to provide <br /> these services on an hourly basis under the direction of John Anderson. It is estimated that their <br /> services will amount to about$185,000 total. <br /> Public Works Director Maurer reported that Elfering and Associates is the firm that provided <br /> preliminary engineering services based on proposals from three firms. They have also provided <br /> resident inspection services for several recent projects including the 2011 PMP, Valentine Park <br /> Improvement and the 2013 PMP. They are providing the same staff member, Roger Bialke, who is <br /> familiar with City staff and the City's project requirements. <br /> MOTION: Councilmember Holmes moved and Councilmember Werner seconded a <br /> motion to Authorize Accepting a proposal, on an hourly basis, from Elfering <br /> and Associates for Construction Services (resident inspector and survey crew) <br /> for the Round Lake Road Area Improvement project working under the <br /> direction of John Anderson, Assistant City Engineer. The motion carried 4-1 <br /> (Holden opposed). <br /> 10. COUNCIL COMMENTS <br /> Councilmember McClung commented that Ramsey County was having a meeting regarding the <br /> I-35W/County Road 96 interchange at the County Public Works facility on Tuesday, May 20, <br /> 2014, from 4:00 to 6:00 p.m. in the Marsden Room. He encouraged the public to attend this <br /> meeting and provide the County with input. <br /> Councilmember Holden requested that staff remove the large bump from County Road E West. <br /> Public Works Director Maurer explained that there was a water main break this past winter and <br /> staff had to wait for the ground to settle before a final patch could be completed. <br /> Councilmember Holden reported that the City's new dog park has opened and she discussed <br /> several positive comments she received from residents. <br /> Councilmember Holden commented for the record that she supported the proposed roundabout <br /> within TCAAP. She encouraged the public to be patient with the Council while they work <br /> through new issues and concepts during the TCAAP design phase. <br /> Councilmember Holmes indicated that the Council received a letter from Cor Wilson regarding <br /> the Comcast cable franchise. She explained that negotiations were at a standstill and a Cable <br /> Commission meeting was scheduled for May 15, 2014, at CTV to further discuss the franchise. <br /> She stated that the City would have until June 20th to take action on the cable franchise. <br />
