South of the site are single family residential properties as <br />well as two churches. West of the site is a manufactured home community and commercial and office <br />uses. East of the site is the Arden Hills Army Training Site (AHATS), Arden Hills City Hall, and a <br />Ramsey County Public Works facility. Both are described in greater detail inTable 9-1. <br />Table 9-1. Future Land Uses Identified in City of Arden Hills 2030 Comprehensive Plan <br />2030 Future Land UseDescription <br />Provides for a variety ofhousing types and densities in <br />close proximity, including single-family detached <br />homes, single-attached homes, condominiums, <br />townhomes, apartments, and senior housing options. <br />The anticipated average density is 10.4 units per acre <br />Mixed Residential (MR) <br />with a minimum average density of six units per acre up <br />to a maximum density of 46 units per acre. This land <br />use is designated for the proposed TCAAP <br />redevelopment, and the density is subject to change <br />once a final land use plan is selected. <br />Areas designatedfor a variety of businesses, including <br />commercial, certain light industrial uses, warehousing, <br />Mixed Business (MB)office, general business, retail. This designation will be <br />used for the future business uses on the TCAAP <br />property. <br />In 1996 the TCAAP Framework Plan (commonly referred to as the Vento Plan) was developed by the <br />TCAAP Reutilization Commission appointed by Congressman Bruce Vento. In 2002 the City of Arden <br />Hills worked with a private developer on a redevelopment plan that was ultimately withdrawn due to <br />economic infeasibility in the recession of 2008. <br />The 1998 Rice Creek North Master Plan identified 113 acres of property to be acquired for the Rice <br />Creek regional trail corridor. Located directly north of the AUAR study area, the property includes <br />Rice Creek, an archaeological area, and wildlife habitat. This property was transferred to Ramsey <br />County in 2006 by the National Park Service as part of the Federal Lands to Park Program. Ramsey <br />County is obligated to make the site available for public recreational use, as well as preserve and <br />protect the one acre archeological site located on the property. A trail and trail bridge has been <br />constructed on this property. <br />The 2003 Rice Creek North Regional Trail Master Plan Amendment and 2006 Ramsey County <br />System Plan identified an additional 49 acres of TCAAP property to be acquired as a wildlife corridor. <br />This property, which in the process of being acquired (by end of 2014), is located adjacent to the east <br />edge of the AUAR study area. The wildlife corridor was considered a critical link to the 1,500 <br />acre Arden Hills Army Training Site (AHATS). <br />June 2014– Final AUAR7 <br />
