<br />Attachment A <br />Memorandum <br />Date: <br />June 25, 2014 <br />To: <br />Arden Hills City Council <br />Subject: <br />TCAAP AUAR and Next Steps <br />The purpose of this memo is to provide an update on the status of the TCAAP AUAR, and the key <br />steps remaining in the review and approval process. No formal action is requested of the Council at <br />this time. The purpose of the June 30 meeting is to provide a final opportunity for the Council to <br />provide any further comments on the AUAR prior to formal adoption of the AUAR and Mitigation Plan. <br />Comments on the Draft AUAR and Mitigation Plan <br />The Draft AUAR and Mitigation Plan were provided to the City Council for review in advance of its <br />work session on April 14, 2014. Council provided comments to project staff at that meeting, which <br />have been incorporated into the AUAR. <br />The public comment period for the AUAR ran from April 28 to May 28, 2014. Comments were <br />received from the following: <br />Minnesota Department of Health <br />Minnesota Department of Transportation <br />Minnesota Pollution Control Agency <br />Metropolitan Council <br />City of Shoreview <br />Lyle Salmela <br />Final AUAR and Mitigation Plan <br />Following the comment period, comments were reviewed by city, county, and consultant staff. <br />Comment letters and responses are provided in Appendix A of the Final AUAR. Minimal changes <br />were made to the text of the Final AUAR and Mitigation Plan based on comments received, which <br />can be viewed in tracked changes in the documents provided. <br />Next Steps <br />To comply with Minnesota EQB Rules, the Final AUAR and Mitigation Plan must be distributed to <br />state agencies and Metropolitan Council prior to local adoption of the AUAR. To meet EQB Rules, the <br />schedule is proposed as follows: <br />June 30 <br /> – City Council provides any final edits to the AUAR and Final Mitigation Plan <br />July 3 <br /> (for agency receipt by July 7) – Final AUAR/Mitigation Plan distributed to EQB list and <br />any additional commenters <br />July 7-18 <br /> – State agencies and Met Council allowed 10 business days to object <br />July 28th <br /> – If no agency objections, City Council passes a resolution adopting the Final <br />AUAR and Mitigation Plan at its regular meeting <br />Note this must be at least 15 business days after distribution/receipt of Final AUAR <br />rd <br />documents (so the July 3 mailing is key to make this date) <br />th <br />July 29 <br /> – Notice of decision submitted to EBQ for publication in next issue of EQB Monitor <br />kimley-horn.com2550 University Avenue West, Suite 238N, St. Paul, MN 55114651 645 4197 <br />
