A:The type of redevelopment and the location will drive the level of vapor/radon mitigation incorporated in the <br />redevelopment and construction plans. For example, structures constructed with underground parking <br />require less/no additional mitigation for vapors. Where construction of other types of structures will occur in <br />areas of known VOCs, then vapor barriers and passive or active mitigation systems may be required as part <br />of construction. This has been added to the Mitigation Plan under Item 12. \[potential additional response <br />from City building official expected week of 6/16\] <br />Currently all residential buildings regulated by the residential state energy code, chapter 1322, are required <br />to have radon control per the 2006 International Residential Code Appendix F – Radon Control Control <br />Methods, with state amendments. The location on site of residential buildings does not matter as all <br />residential buildings need to have radon control. <br />Commerical buildings are not required to have radon control but are required to have a six millimeter vapor <br />retarder with joints lapped to a minimum of six inches applied directly beneath the concrete slab, per <br />Internatinal Building Code 1910: Minimum slab provisions. <br />All buildings are requied to have the foundations either damproofed or waterproofed per state building code, <br />International Building Code section 1807 (commercial buildings), and International Residential Code section <br />406 (residential buildings). <br />The above items are mandatory per the state building code adopted by the City of Arden Hills and have <br />been added to the Mitigationi Plan under Item 12. <br />B:Remediation to MPCA Tier 1 Residential Soil Reference Values will occur. Soil gas risks will be mitigated as <br />described in response to the previous comment. <br />Documents are available for review at Ramsey County Office of Property Management, Metro Square, Suite <br />2200, 121 Seventh Place East, Saint Paul, MN 55101. <br />C:Soil gas risks will be mitigated as described in response to Lyle Salmela Comment A. <br />D:Exact phasing has not been determined, although it is anticipated that Phases 1 and 2 will be completed <br />prior to Phases 3 and 4. This is driven by a variety of factors including existing access locations, funding, <br />phasing,changes in traffic patterns caused by the development, and available roadway capacity. A <br />connection is planned from County Road H to northbound I-35W/TH 10 at what could be a roundabout <br />controlled intersection. <br />E:This analysis considers the anticipated growth in regional traffic and programmed projects that would impact <br />the regional roadway network. Appropriate involvement by a variety of governmental entities will occur, as <br />required, during future planning and design activities and as part of the Metropolitan Council's <br />Transportation Policy Plan. <br />June 2014A-36 <br />
