After reviewing their proposalfollowingthemeeting on May 27,the applicants <br />arenow proposing a twenty-six (26) foot by thirty (30)footgarage addition to their home at <br />1850 Venus Avenue. The square footage of the structure has been reducedfrom 912square <br />feet to 780square feet, which is areductionof 132square feet. As proposed, the new <br />addition would now encroach eighteen (18) feet instead of the original thirty (30) feet into <br />the forty (40) foot secondary front yard setback along the platted right-of-way for Rolling <br />Hills Road. <br />The required forty (40) foot setback along Venus Avenue would be maintained along with <br />the remaining rear and side yard setbacks. A variance toencroach eighteen(18) feet into the <br />secondary front yard setback is being requested, which would leave a setback of twenty-two <br />(22) feet from the east property line.The previous variance proposal would have resulted in <br />an encroachment of thirty (30) feet,leavinga setback of ten (10) feet from the east property <br />line. <br />Grading would be conducted along the north and east sides of the home in order to prepare <br />the new garage pad anddriveway,and toreclaim the existing driveway area back to anatural <br />vegetative state.The applicantshave indicatedthat the façade and roofing materials to be <br />used on thenew garage addition would match the materials on the existing home.Following <br />the construction of the new addition the existing tuck-under garage would be converted to <br />functioning living space, the existing driveway and stairway up to the front door would be <br />removed and new landscaping would be installed. <br />The applicantshavesubmitted a narrative of the proposed addition and a response to the <br />variance evaluation criteria (Attachment E), andsurvey and a site plan of the property <br />(Attachment F). <br />Plan Evaluation <br />1.R-1Regulations, Existing Conditions, and Proposed Redevelopment <br />A.Structure Setbacks –Variance Required <br />The existing single family dwelling meets the setback requirementsfor the R-1 Zoning <br />District. <br />In the R-1 Zoning District, a combined total of twenty-five (25)feet is required between <br />the two side yard setbacks with a minimum of at least 10feet on one side.However, on a <br />corner lot aforty (40) foot setback is required along the secondary frontyard;in this case <br />the additional front yard setback is along the unimproved right-of-way platted as Rolling <br />Hills Road.
