ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION MAY 12, 20143 <br /> <br />Community Development Director Hutmacher <br /> indicated that <br />could be structured to provide a loan to assist a potential developer with redeveloping this <br />property. <br /> <br />Councilmember McClung <br /> commented that he might be able to support this idea. <br /> <br />Mayor Grant <br />recommended that staff speak to the bank about financing options for the <br />redevelopment or demolition of this site. He stated that the Council was not comfortable with <br />purchasing the property outright at this time. <br /> <br /> <br />B.TCAAP <br /> Infrastructure Study Update and City Cost Participation Agreement <br /> <br />Public Works Director Maurer <br />explained that Ramsey County received four proposals on <br />th <br />Thursday, May 1st. The selection committee reviewed the four proposals on Monday, May 5 <br />and chose two teams to interview. The top two teams were a combination of Kimley- <br />Horn/Wenck & Associates and Bolton & Menk/SEH. Interviews were held for the top two <br />th <br />candidates on Monday, May 12. The consensus of the group was to proceed with Kimley- <br />Horn/Wenck & Associates. He explained that the County would begin negotiations with this <br />group. Staff reviewed the items that would be included within the study and how the costs would <br />be divided between the City and the County. <br /> <br />Public Works Director Maurer <br />estimated that, based on the Kimley-Horn proposal, <br />cost for the preliminary work would be in the range of $175,000. Cost participation in the final <br />design would be an estimated additional $200,000. These studies would include a Chapter 429 <br />feasibility study, anticipating assessments, along with 20 year maintenance costs. He explained <br />that after the County finishes negotiations, he would bring back the Cost Participation Agreement <br />with firm numbers for the preliminary work component and this would be presented to the <br />Council at a future meeting. <br /> <br />City Administrator Klaers <br /> reported that the cost for the study would be paid for initially <br />through an internal loan that would then be reimbursed to the City in the future through <br />assessments. <br /> <br />Councilmember Holmes <br /> inquired why the study was being completed in two phases. <br /> <br />Public Works Director Maurer <br /> stated that the two phases were similar to the process that was <br />followed for all City projects, with a feasibility report laying out concepts and costs followed by <br />final plans and specs. <br /> <br />Mayor Grant <br />requested that staff provide the Council with a complete budget for TCAAP <br />expenses on the capital side. <br /> <br />Councilmember Holden <br /> agreed that this would be valuable information for the Council to have <br />throughout the TCAAP planning process. <br /> <br />
