NEW BUSINESS –8A <br />MEMORANDUM <br />DATE:July 28, 2014 <br />TO:Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br />FROM:Ryan Streff, City Planner <br />SUBJECT:TCAAP AUAR and Mitigation Plan <br />Requested Action <br />Approve Resolution 2014-037adopting the TCAAP Final AUAR and Mitigation Plan. <br />AUAR Background <br />An Alternative Urban Areawide Review (AUAR) is a form of environmental documentation <br />through Minnesota State Rules that evaluates development scenarios (or several scenarios) for an <br />entiregeographical area rather than a specific project. In October 2013, the City of Arden Hills <br />issued an order for an AUAR for the TCAAP study area, which Ramsey County is preparing for <br />redevelopment. <br />AUAR and MitigationPlan <br />The City Councilreviewed the Draft TCAAP AUAR and Mitigation Plan on June 30, 2014, <br />during the City Council Work Session. At this meetingthe Council provided final comments on <br />the Plan before the planwas distributed to other state agencies and the Metropolitan Council. <br />In order to comply with the Minnesota EQB (Environmental Quality Board) Rules a 10 day <br />objection period was given tothese otherstate agencies and the Metropolitan Council. No <br />objections werereceived on the AUAR or Mitigation Plan. The next step in this process is for <br />the City Council to pass a resolution adopting the TCAAP Final AUAR and Mitigation Plan. <br />12 <br />Page of <br />
