Statutes 13.591, Subdivision 3 (b), Data <br />Practices Act. <br />Six written, hard copies of the proposal and all attachments shall be submitted. An <br />electronic copy of the proposal must be submitted on a compact disk (or suitable <br />alternative electronicformatsuch as a USB flash/thumb drive) inside the sealed <br />envelope. The proposal file must be ina PDF format. <br />Proposal Content <br />9.7 <br />Qualified proposals must include the Proposal Checklist Attachment A and items listed on <br />the checklist. <br />Evaluation Criteria <br />9.8 <br />Arden Hillsresidents have identified a city-wide goal to be an environmentally sustainable <br />community, and residents have identified various community values that environmental <br />programs such as recycling should incorporate. <br />The vision, values and goals of the City lead to the following criteria that the City will use <br />to evaluate proposals for recycling services: <br />Collection Criteria <br />: <br />Clean and quiet service delivery. <br />Low impact on street (size and weight of trucks). <br />Easy for customers to participate. <br />A broad range of accepted recyclables, including organics. <br />Materials to be efficiently recycled (local markets, highest and best use for material). <br />Facilitates increased MUD, commercial, institutional and industrial recycling. <br />Cost-effective service. <br />Qualifications Criteria: <br />How the proposals have been tailored to meet the particular needs of the City ofArden <br />Hills. <br />Strength of qualifications of the respondents (together with any proposed <br />subcontractors). <br />Comments from the respondents’ reference clients. <br />Education and Customer Service Criteria: <br />Frequent, effective education of residents. <br />City of Arden Hills, Recycling RFP <br />October 2014 <br />Page 19 <br />
