<br /> <br /> <br />MEMORANDUM <br /> <br />DATE: August 11, 2014 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Sue Iverson, Acting City Administrator <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: TCAAP Density and Maximum Residential Unit Discussion <br /> <br /> <br /> <br />Background <br />TCAAP residential density was discussed at the May 19, 2014, City Council Work Session. At <br />that time, the City Council was provided with: <br /> <br />Directions and information for a self-guided development tour <br /> <br />Article, Higher Density Development Myth and Fact; Urban Land Institute <br /> <br />Chapter One, Visualizing Density; Julie Campoli and Alex MacLean <br /> <br />Since that time, the City Council has requested additional information (attached) as follows: <br /> <br />Excerpts from information provided by Ryan Companies during a 2006 development <br />tour, and <br /> <br />A comparison analysis of net density for several Arden Hills neighborhoods. <br /> <br />Discussion <br />The park, open space, stormwater and utilities infrastructure on TCAAP are being planned to <br />accommodate development in the low- to mid-range of the AUAR, or 1,500 to 1,800 dwelling <br />units. This range of dwelling units equates to a population of approximately 3,700 to 4,400 <br />Approximately the same amount <br />of park space and infrastructure are needed for 1,800 units as for 1,500 units. <br /> <br />During the regulations and policies component of the master planning process, the City Council <br />will establish the types of residential uses allowed in each district, setbacks for residential uses, <br />maximum height, etc. All of these characteristics affect overall density in residential <br /> <br />neighborhoods. <br /> <br />The City Council may choose to establish a maximum number of residential units at this time. <br /> <br />Attachments <br /> <br />Approved Master Plan Land Use Map; June 30, 2014 <br />12 <br />Page of <br /> <br />
