It was noted that an RFP <br /> could be sent out in order for the City to gather additional information on how to implement an <br /> organics program. <br /> Mayor Grant was pleased that the City was thinking ahead on this topic, and questioned if staff <br /> had a timeline for this program. <br /> Councilmember Holmes believed that the City had to have an organics program in place by <br /> March of 2015. <br /> Mayor Grant asked if yard waste collection sites would be eliminated due to the new program. <br /> Ms. Buckley anticipated that these would have to remain. <br /> Councilmember Holden was in favor of limiting the amount of residuals collected. <br /> City Planner Streff stated that residuals could be looked at as part of the RFP. <br /> Councilmember McClung suggested that at least one newsletter article per year be required by <br /> the contractor in the RFP. <br /> Ms. Buckley believed that the City's website provided a great deal of information to residents on <br /> recycling as well. <br /> Councilmember Holden asked if it was best for the City or the contractor to own the recycling <br /> carts. <br /> Ms. Buckley reported that the contractors typically owned the carts, however, grant funding for <br /> innovative City programs would be available in the amount of$100,000 to assist with the expense <br /> of the recycling carts. <br /> Councilmember Holden questioned if the City should consider recycling pickup every other <br /> week. <br /> Ms. Buckley recommended that the City continue providing weekly recycling services for the <br /> benefit of the Arden Hills residents; however, both weekly and every other week collection is <br /> included within the RFP. <br /> C. TCAAP Density and Maximum Residential Unit Discussion <br /> Community Development Director Hutmacher stated that the park, open space, stormwater and <br /> utilities infrastructure on TCAAP are being planned to accommodate development in the low- to <br /> mid-range of the AUAR, or 1,500 to 1,800 dwelling units. This range of dwelling units equates to <br /> a population of approximately 3,700 to 4,400 assuming Arden Hills' current household size of <br /> 2.47 people. Approximately the same amount of park space and infrastructure are needed for <br /> 1,800 units as for 1,500 units. <br />
