AGENDA ITEM 1A <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: August 25, 2014 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: TCAAP Zoning <br /> <br /> <br /> <br />On August 18, 2014, the City Council held the first of three workshops with Gateway Planning, <br />the zoning consultant for the TCAAP Master Plan. At the first workshop, Brad Lonberger <br />introduced performance based zoning, reviewed the framework and important elements of the <br />code, and the City Council had an initial discussion of the draft of chapters 1 through 5 which are <br />the administrative and process sections of the code. Most of the Council discussion centered on <br />Section 3.3 (development review process) and Table 5.1 (schedule of permitted uses). <br /> <br />Since August 18, City and County staff, the City Attorney, and the Joint Development Authority <br />(JDA) attorney have met to discuss the JDA development review and approval process and how <br />that process must comply with the Joint Powers Agreement (JPA) that was approved by the City <br />Council in December 2012. <br /> <br />Joel Jamnik, City Attorney, and Mike Norton, JDA Attorney, will attend the August 25 City <br />Council work session for a discussion on the JPA and the JDA review process. <br /> <br />Attachments <br /> <br />Draft TCAAP Redevelopment Code Chapters 1 5; August 13, 2014 <br /> <br />Joint Powers Agreement; December 17, 2012 <br /> <br />Zoning Comment Spreadsheet; August 21, 2014 <br /> <br />Draft Regulating Plan; August 21, 2014 <br />11 <br />Page of <br /> <br />
