NEW BUSINESS – 8A <br /> MEMORANDUM <br /> <br />DATE: June 9, 2014 <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Patrick Klaers, City Administrator <br /> <br />SUBJECT: Renewal Proposal for Cable Television Franchise <br /> <br /> <br /> <br />Background <br /> <br />The North Suburban Cable Commission (NSCC) is a Joint Powers Commission for the <br />ten member cities. One of the responsibilities of the NSCC is to enforce the terms of the <br />franchise. Currently, NSCC has been working on the renewal of the cable franchise with <br />Comcast. The renewal process has been going on for a number of years and the City <br />Council has received periodic updates on the renewal status from Coralie Wilson, <br />NSCC/NSAC Executive Director. <br /> <br />The NSCC held public hearings on the formal Comcast franchise proposal on April 17, <br />2014, and on May 1, 2014. On May 15, 2015, the NSCC approved a resolution (on a 9-1 <br />vote) to recommend preliminary denial of the renewal based on the formal proposal. <br /> <br />On May 23, 2014, Comcast sent to the City the formal proposal for franchise renewal and <br />this material is available at City Hall for City Council and public review. <br /> <br />Discussion <br /> <br />The City Council is being asked to consider the formal Comcast franchise. <br /> <br />Attached is some background information on the Comcast proposal. Also attached are <br />two resolutions for the City Council to consider: one resolution approves the Comcast <br />proposal; and the second resolution makes a preliminary assessment that the franchise <br />should not be renewed. Please note that the resolution for preliminary denial includes the <br />NSCC resolution that recommends this preliminary denial; and that all of the material <br />from Attachment I, Exhibit A of the NSCC resolution is the background information that <br />immediately follows this cover memo. <br /> <br />Cor Wilson will be at this City Council meeting to provide an update on the NSCC <br />recommendation and to answer questions from the City Council.
