May 2014 2 <br />Minnesota Department of Transportation <br />x I-35W/County Road H Interchange <br />o Stages 3 and 4 of the proposed interchange improvements will require approval from the Joint <br />Interchange Planning Review Committee <br />o Stages 2, 3, and 4 of the proposed interchange improvements are not shown in enough detail. <br />MnDOT is not requesting additional information at this time but sharing information. MnDOT lists <br />specific concerns for each stage. <br />o MnDOT will not support plans which will add capacity or traffic volume to the I-35W/CR H <br />interchange if it retains the existing weaving from the CR H loop to southbound I-35W. The loop <br />should be closed until the barrier separation is in place. <br />o The CR H bridge will need to accommodate the planned MnPASS lane, the two-lane ramps <br />connecting US 10 with I-35W to and from the north, and the loop to eastbound US 10 and in <br />stage 3, southbound I-35W. <br />Minnesota Pollution Control Agency <br />x No comments at this time <br />Metropolitan Council <br />x Item 6 Project Description <br />o Clarify that the comprehensive plan amendment will reflect the land use plan selection and align <br />with the final organization of those land uses on the property, including any adjustments to land <br />use densities or intensities, if needed. <br />o If Ramsey County pursues the land exchange, an amendment to the Rice Creek North Regional <br />Trail Master Plan must be approved by the Metropolitan Council. The land exchange will also <br />need to comply with the System Protection requirements delineated in the Regional Parks Policy <br />Plan. <br />x Item 8 Permits and Approvals Required <br />o When the City makes application to the MPCA for a permit to construct each segment of the <br />sanitary sewer, a copy of the plans, design data, and a location map will also need to be <br />submitted to the Metropolitan Council for review by Environmental Service Municipal Services <br />staff. <br />x Item 9 Land Use <br />o Revise reference to Rice Creek Regional Park to Rice Creek North Regional Trail <br />x Item 11 Water Resources <br />o Future analysis may be needed to evaluate potential water supply impacts resulting from severe <br />contamination on the TCAAP property and neighboring areas <br />o The Council encourages implementation of new water conservation and stormwater <br />management strategies as part of construction and site landscaping. <br />o New data from the National Weather Service should be used in the calculation of runoff from the <br />site to ensure that proposed stormwater conveyance, treatment, and infiltration facilities will be <br />properly sized to accommodate future runoff events.
