<br />City of Arden Hills, Recycling RFP <br />October 2014 <br />Page 10 <br />4.5 Collection <br />4.5.1 Multiple Unit Dwellings, Commercial, Institutional and Industrial buildings <br />MUDs and commercial, institutional and industrial buildings in the City will be <br />able to “opt in” to the City recycling service in order to facilitate their compliance <br />with state recycling requirements. The City does not regulate the day of the week <br />these buildings shall receive service. A list of MUDs eligible to opt-in to the City <br />recycling contract is contained in Attachment C. <br /> <br />4.5.2 Curbside Single Stream <br />Recycling shall be collected from residents’ carts placed at the curbside on <br />collection day and all recyclable materials that have been prepared according to <br />publicized procedures shall be collected from each RDU and other buildings that <br />have opted-in. <br /> <br />Residents may place oversized recyclables such as flattened cardboard boxes next <br />to the cart for collection. Residents may place additional material for recycling in <br />a container or paper grocery bags next to the cart. <br /> <br />Free walk-up service shall be provided for all customers who apply and are <br />approved by the city. <br /> <br />The driver will be required to record and report <br />♦ The location of any cart that is damaged and replaced. <br />♦ Residents with overflowing recyclables so that additional carts can be <br />offered to them. <br />♦ Residents with contaminated or non-recyclable materials in the carts. <br />♦ Number of set-outs per collection/route. <br />♦ Residents that do not participate in the recycling program. <br /> <br />“Education tags” shall be left as needed for set-outs that have significant, visible <br />contamination, indicating acceptable materials and the proper method of <br />preparation. A copy of the tag is to be included with the proposal. <br /> <br />Curbside recycling cart checks shall be conducted at least once per quarter. Areas <br />for cart checks must rotate between each recycling collection day. The contents <br />of carts from at least 50 households shall be audited and education tags left if any <br />non-targeted materials are found in the carts. A City representative will be invited <br />to participate in each quarterly cart check. <br /> <br />4.5.3 Organics <br />Respondents are strongly encouraged to address options for curbside collection of <br />organics in their proposal.
