Page 1 of 1 <br /> <br />DATE: September 8, 2014 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />SUBJECT: TCAAP Infrastructure Team <br />Grading and Spine Road <br /> <br />At Monday’s Work Session the Kimley Horn Infrastructure team will be present to discuss the <br />grading plan and spine road portions of the project. In attendance will be Jon Horn, Project <br />Manager, and Tom Lincoln, Task Leader for Land Development. Attached is a memo outlining <br />issues from Kimley Horn. <br /> <br />Just as a reminder, here are a few general points about the grading plan and spine road portion of <br />this analysis: <br /> <br />Grading <br /> <br /> Mass grading of the entire site will be reviewed and any area identified as not working <br />for development will be addressed. <br /> The entire spine road corridor (Estimated 140 foot right-of way) will be graded both <br />horizontally and vertically. <br /> The water resource feature will be developed in the mass grading. <br /> Individual sites will be further graded during the development phase of each. <br /> <br />Spine Road <br /> <br /> The spine road will generally be a four lane facility with a wide median. <br /> Intersection spacing guidelines will be full access at quarter mile distance or longer and <br />limited access at eighth mile spacing. <br /> Median treatments may include depressing the area and utilizing it for RCWD storm <br />water treatment area while still maintaining some type of plantings. <br /> The spine road right-of-way will also provide the main corridor for the City’s trunk <br />utilities; sanitary sewer and water. It will also have to accommodate the small utilities <br />(gas, electric, cable and fiber) to serve the area. <br />AGENDA ITEM – 1A <br /> <br /> <br />MEMORANDUM <br />
