<br /> <br /> <br />Memo <br /> <br />To: Patrick Klaers, City Administrator <br /> <br />From: Stacie Kvilvang - Ehlers <br />Date: August 11, 2014 <br />Subject: Developer Advisory Panel <br /> <br /> <br />The City, County, and JDA are in the midst of several important processes for the <br />TCAAP development including the infrastructure study, development of the regulations <br />and policies for development and financial modeling for land sales, fee structures, etc. <br /> <br />Our experience with large redevelopment projects is that timely, private sector <br />developer input early in these processes will lead to actual development commencing <br />that meets the community’s vision, projects that are financially viable and a better <br />product in the long-term. We envision utilizing the developer panel to provide staff, <br />Ehlers and the City Council insight into: <br /> <br />1. Land pricing, development fee structures (park dedication, assessments, others), <br />timing and phasing of various developments and resident and business <br />perspective on location, required amenities and or value of amenities, etc. ; and <br /> <br />2. Feedback on the rules and regulations for the City Council to consider as they <br />finalize these for the area (street and utility layout, lot sizes, setback <br />requirements, design standards, parking requirements, density, recreation needs, <br />park locations, etc.) <br /> <br />We discussed this concept at the JDA meeting on August 4, 2014 and they <br />recommended that the City consider utilizing a panel as discussed above. <br /> <br />On August 6, 2014, City and County staff, along with Ehlers met to assemble the <br />attached list of qualified developers we would contact to assist the City and County <br />through these processes. It should be noted that we have not yet contacted all the <br />developers to ascertain their interest, but have had involvement in the past from them <br />for other cities that have undertaken similar processes. <br /> <br />We envision that staff and Ehlers would initially meet with all the developers to gain <br />insight into #1 listed above and would summarize those comments for Council review. <br />We would then have a few of the developers from the various dis ciplines meet with the <br />Council at a work session to go over the comments and be available for any questions
